10117 - RFP for Engineering Re- Assessment of Oakbank Public Water System

The RM of Springfield is dependent on groundwater for its potable water supply needs. The main source for water supply for the RM’s Oakbank water system is groundwater obtained from two groundwater wells located on Heatherdale Road. The groundwater is conveyed to the Oakbank water treatment plant via a 4 mile long 250 mm PVC raw water line. The water is disinfected thorough UV disinfection and sodium hypochlorite dosing at the Oakbank water treatment plant before it is pumped to the Oakbank water distribution system and to Dugald water plant. Dugald Plant consists of a storage reservoir and distribution pumps and it distribute potable water to Dugald town.
The distribution network for town of Oakbank and Dugald mainly consists of PVC and HDPE pipelines. RM carries out regular maintenance of the distribution system such as water break repairs and seasonal line flushing to keep the lines clean. 
The Drinking Water Safety Act requires the water system owners to conduct engineering assessment of the water system every five years or as required by the license. The last engineering assessment for the RM of Springfield Water Distribution System was conducted in 2010. The RM is required to complete the engineering re-assessment of the Distribution System by March 31, 2017 as required by the Operating license.
The project will involve conducting a detailed engineering assessment of the water source, wells, raw water line, water treatment plant at Oakbank and Dugald and distribution system owned by the RM of Springfield as per the latest terms of reference issued by the Office of Drinking Water.
