The Rural Municipality (RM) of Stuartburn is accepting design-build proposals for the removal and replacement of the Prawda School Road Inter-Municipal Bridge (Prawda Bridge). The Prawda Bridge is jointly owned by the RM of Emerson-Franklin and the RM of Stuartburn. The bridge is currently single-lane and crosses the Rat River. It was once owned by Manitoba Infrastructure and previously known as inventory #4046-00. It consists of a single span 9.0m long and 5.8m wide timber bridge that was constructed in the 1960's that has reached the end of its service life and requires replacement.
The RM has been approved for funding under the Investing in Canada Infrastructure Program (ICIP). Funding is shared between the Federal Government of Canada, the Province of Manitoba and the RM of Stuartburn. The budget available for detailed design and construction activities of a replacement is slightly more than $700,000.
Preliminary engineering and environmental engineering were completed in recent months with respect to the replacement and the site itself. The following technical reports have been completed and have been made available to Proponents of this RFP in Appendix B:

Preliminary engineering led to the following two options being recommended:
Option 1 – Single Span 22 m Long Bridge Structure
Option 2 – Single 17.1 m Span by 3.52 m Rise Corrugated Steel Arch Culvert
Based on preliminary cost estimates by the Project Manager, the most economical structure would be comprised of a weathering steel superstructure with corrugated steel or timber decking and gravel wearing surface, a concrete sub structure with CIP footing or CIP caisson foundations, CIP abutmentwall/cap and lock-block or similar wingwalls.
In the case the proponent chooses a culvert crossing, approval to modify the ICIP funding description from a bridge crossing to a culvert crossing would need to be attained, and would be dependent on this approval timeline and acceptance prior to proceeding with detailed design and construction.
Proponents are not limited to these designs and are encouraged to propose the best solution for the bridge replacement. The project must achieve substantial performance by March 31, 2023 and final completion by April 15, 2023 or liquidated damages of $500/day will apply. See Form of contract for more details.
1.2 Site Location
The Prawda School Road Bridge (Rd 30E) over the Rat River is located along the border and is shared between the RM of Emerson-Franklin and the RM of Stuartburn, located between Mile Roads 15N and 16N, legal description of NE 24-03-05E, and UTM coordinates of 14U X661524, Y5455618. A map of the relative bridge location is provided in Appendix A.
