This Request for Proposals (the “RFP”) is an invitation by Research Manitoba (the “Purchaser”) to prospective proponents (the “Proponent(s)”) to submit proposals for an Externally Hosted (“Software as a Service”) RITHIM Provincial Research Administration System (RITHIM-PRAS) Solution, including Cloud-based Hosting, Software Support and Maintenance, Implementation and Professional Services.
Research Manitoba (RM) is the provincial research agency that promotes, supports, and coordinates the funding of research excellence and innovation in health, natural and social sciences, engineering, and the humanities in Manitoba. Research Manitoba supports local talent development by providing research support to early career researchers and graduate students, along with fostering strategic partnerships to strengthen research and innovation in Manitoba.
Research Improvements Through Harmonization In Manitoba (RITHIM) is an operating division of RM. It is a provincial initiative involving multiple stakeholders with a goal to build a best-in-class provincial program for health research in Manitoba. RITHIM is unique across Canada in that it will harmonize ethics, privacy, and health system impact review processes, creating a more efficient process for health research reviews in Manitoba.
RITHIM will provide a harmonized, online application process for researchers, distributing applications to the appropriate responsible entities for review, and providing streamlined responses and decisions back to the researcher. This online application and administration system, the RITHIM Provincial Research Administration System (RITHIM-PRAS) is the subject of this RFP.
