Red River College is seeking expert advice and support to advance our data and analytics environment, producing analytics to address a key business question. This includes four main pieces of work: 1. Solve and identified analytics ‘hard problem’ (ref sec 3.4) needed addresses the key business question. 2. Architectural roadmap and plan to implement a technology solution that supports an enterprise data and analytics environment and specifically the key business question. 3. Design, build, and population of a ‘starter’ data and analytics environment built on our existing Microsoft technology stack that will answer our key business question. 4. Data reporting, visualization, and storytelling to create data experiences for users to consume data relating to answering the key business question. Based on the success of this project, follow-on work may be entered into with the successful proponent, including further architecture, analytics, and reporting work to address other identified key business problems in a similar manner, with the goal of developing an enterprise class data and analytics environment for the College. The College is constrained by time. A critical success factor is to produce useable analytics quickly to prove value and deliver answers to the key business problem that are needed to make business decisions. While the full solution and complete answer to the question may take the full project to implement; useable answers to parts of the question quickly is valued highly. The tension of ‘quality’ and ‘quickly’ is recognized. The project has a total budget of up to $100,000 which is assumed to cover work over a time period of September to March. The project must deliver value – in the form of useable analytics – early, and all services must be satisfactorily delivered by the end of March 2022 without exception.
