20210915 - Development Plan/Zoning By-law

The former Municipalities of the Town of Roblin, Rural Municipality of Shell River and Rural Municipality of Hillsburg had established the Roblin Planning District including a Development Plan in 2005, with each municipality maintaining their own separate zoning by-law. Due to the Municipal Amalgamation of the three Municipalities in 2015, the Roblin Planning District became the Roblin Planning Department, which in turn, did not affect the areas or borders included in the previous Development Plan, but has generated the requirement to review and update the development plan and create a new zoning by-law.

The amalgamated Municipality of Roblin is now focused on a comprehensive review, as required every 5-8 years, of the existing Development Plan that includes ensuring the objectives and policies outlined are still relevant to the newly formed Municipality and updating new policies as determined through consultations.  A new zoning by-law, incorporating the three former zoning by-laws will need to be created to reflect cohesive alignment with the reviewed and updated Development Plan.

The Provincial Planning Regulations provide details on the content and studies required for the review of the development plan.  The Regulations are designed to promote high standards to support more comprehensive planning.  It will be the responsibility of the successful consultant to ensure the development plan, zoning by-law and necessary studies comply with the Regulations.
