CPS-2022-01 - Carrier Profile System Business Rules and Replacement Requirements

The purpose of this Request for Proposal (RFP) is to solicit quotations from qualified Proponents to provide MTI with consulting services to facilitate, document and compile the requirements gathering process in conjunction with the business experts in MCSP.
The scope of this engagement includes analyzing the current state and defining the future state of its Carrier Profile System ecosystem, which includes interdependencies with Manitoba Justice, Manitoba Public Insurance, a separate enforcement application (TRACS), and a web application to allow authorized users to view carrier safety profiles and compare the safety records of several carriers.  Manitoba’s expectation is that the Proponent will use the six core concepts of business analysis and tasks as outlined in the current version of the BABOK Guide (Business Analysis Body of Knowledge, (http://www.iiba.org/BABOK-Guide.aspx).
The core deliverable is for the Proponent to conduct a complete business requirements analysis and future state proposal to replace the Carrier Profile System with a comparable Commercial Off-The-Shelf (COTS) solution and draft the RFP for the implementation of the technical solution.
