29388 - Provision of Community Addictions Treatment Capacity Expansion

Request for Expressions of Interest

In the November 2022 Speech from the Throne, the Government of Manitoba committed to increasing and supporting up to 1000 treatment spaces for substance use/addictions (SU/A). The Department of Mental Health and Community Wellness (MHCW) is seeking to collaborate with Service Delivery Organizations (SDOs), community organizations and Indigenous partners to deliver on this commitment. As such, proposals for services that fall under a number of different addictions treatment categories have been requested.
This initiative will enable up to 1000 treatment spaces (people served) to receive substance use/addictions (SU/A) services. The categories of treatment spaces included in this Expression of Interest (EOI) are intensive day programs, short and longer stay bed-based programs, supportive recovery housing and withdrawal management services.
These transformative investments are aligned with A Pathway to Mental Health and Community Wellness: A Roadmap for Manitoba | Mental Health and Community Wellness | Province of Manitoba (gov.mb.ca) and  several strategic reports, including; the VIRGO Planning and Evaluation Consultants report titled “Improving Access and Coordination of Mental Health and Addictions Services: A Provincial Strategy for all Manitobans” (VIRGO Report); several reports from the Manitoba Advocate for Children and Youth, and recommendations from the Illicit Drug Task Force. In addition, the national Needs Based Planning (NBP) model informed this significant expansion of substance use/addictions (SU/A) treatment services.  
Additionally, these new investments align with Manitoba’s commitment to ensuring a recovery-oriented system of care, which includes availability of evidence-based supports across a continuum of care (prevention, early intervention, treatment and recovery) and a continuous pursuit of recovery for individuals with mental health and addictions issues.
Manitoba recognizes the importance of the services provided by community agencies and values the critical role they play in supporting Manitobans. Therefore, the department is seeking qualified organization(s) to provide one, all or a combination of the following addictions services:

• Supportive Recovery Housing
• Adult bed-based treatment services
  • Women’s bed-based treatment services
  • Men’s bed-based treatment services
• Multi-functional bed-based transition supports (stabilization)
  • Adult bed-based stabilization
  • Youth bed-based stabilization
• Intensive day programs
  • Women’s day program
• General day program (can include youth)
• Withdrawal Management Services
  • Mobile (preferred)
  • Community bed-based (non-medical)
