Description

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) as part of its ongoing public education mandate. The purpose of the RFP is to solicit proposals from qualified design and/or marketing agencies (“candidates”) to provide creative services to extend the LGCA’s award-winning public education campaigns for gambling. This campaign will follow the delivery of previous public education campaigns on minimizing the risks of participating in gambling, with a specific focus on educating Manitobans about the risks related to sports betting. The successful candidate (“consultant”) will work closely with the LGCA to ensure the creative meets the objectives described below. The LGCA plans to begin running this campaign in mid-February 2024.

3.1. RFP Schedule

The LGCA anticipates that the contract will be awarded by October 18, 2023. Project work will begin as soon as possible once the contract is awarded. Samples of selected creative to be provided by November 17, 2023, to allow the LGCA to conduct creative testing. All creative assets to be completed by the week of January 22, 2024.

3.2. Candidate Questions
The LGCA will respond to questions from candidates. Please email questions to:

The LGCA will endeavour to respond via email to all candidate questions within two business days of receipt. The LGCA will respond via email to all questions and will not address questions over the telephone. Any candidates who wish to receive all questions and the corresponding responses must request this information formally. The LGCA will provide questions received and responses to those who have requested this information, without revealing the sources of questions. Requests, which must include contact information, may be submitted by email to sstevenson@LGCAmb.ca

3.3. Project Proposal Submission
Candidates must submit their project proposals by email to:

by 12:00 p.m. (noon) Central Time on October 5, 2023 ("submission deadline").

Information on pricing and costs must not be included with the rest of the project proposal. This information must be submitted by email to finance@LGCAmb.ca with the subject line: “Sports Betting Public Education Campaign Compensation.” Compensation submissions must be received no later than 24 hours after the submission deadline and will be reviewed after all project proposals are evaluated.

Please note that the project proposal may be a maximum of 30 pages, including any cover pages and appendices. The “Compensation” information is not included in this page maximum.
