This Request for Proposals (“RFP”) is an invitation to prospective Proponents to submit Proposals for the provision and implementation of a Regulatory Assurance Solution (“RAS”) and related professional services as further described in Part 2 - The Deliverables (collectively the “Deliverables”). This RFP is issued by His Majesty the King in right of Manitoba as represented by the Liquor, Gaming and Cannabis Authority of Manitoba (the “Client”).
This procurement is divided into two components: (i) the services required to provide, implement and support the RAS (collectively the “RAS Component”); and (ii) the services required in connection with Business Process Re-engineering (the “BPR Component”).
Proponents are required to bid for both components, provided however, that the Client reserves the right to procure only the RAS Component pursuant to this RFP. If the Client does so, it may conduct a separate procurement process for the BPR Component.
Proponents submitting a bid in response to this RFP may be selected for either of the following: (i) the RAS Component alone; or (ii) the RAS Component and the BPR Component together. In view of the foregoing, any Proponent submitting a Proposal must confirm that if it is selected as the Successful Proponent only for the RAS Component, it is prepared to work with a different legal entity that may be selected to provide the BPR Component.
The Client anticipates working with one or more Selected Proponents to formally confirm the business and technical Requirements during a stage of the RFP process designated as “Requirements Finalization”, as described in greater detail in the Appendices. The Requirements Finalization work will be performed under an interim agreement, which will provide for the payment of remuneration to be based on the scope of work to be performed by the Selected Proponent(s), and to be calculated on the same basis for each Selected Proponent. The Client may terminate Requirements Finalization on the terms and in the manner set out in this RFP. The Client’s resources, such as business analysts, architects, data migration specialists, and testers, will extensively participate in Requirements Finalization by providing information to the Selected Proponent(s), as well as reviewing and approving interim and final deliverables associated with this stage. Upon the successful completion of Requirements Finalization and the selection of the Successful Proponent, the Client anticipates inviting the Successful Proponent to finalize the terms of a formal Agreement, which Agreement will be for either the RAS Component alone, or the RAS Component and the BPR Component together.
Proponents are advised that the Client is following a prudential review approach to the evaluation of Proposals. Proponents will be given a variety of high-level business requirements to which they will have the opportunity to describe how their system addresses each. The Client does not intend to take a traditional prescriptive approach to requirements, in light of potential business process reengineering services the Proponent may provide.
Under this ‘reverse requirements’ model, Proponents are expected to have read the RFP and Appendices in detail to gain a comprehensive understanding of the Client’s industry and business objectives. Proponents are expected to demonstrate how their solution is based on industry best practice. The Client recognizes that its business processes likely require modification to fit within the broad system designs and industry best practices.
Fundamental requirements, like security, form a mandatory requirement and are presented in a prescriptive model.
