Opportunity: The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) is seeking services from qualified project management providers to support its implementation of a new regulatory assurance solution (RAS). LGCA launched its procurement for a new RAS to replace its existing systems in 2023 and is now entering the final stages of selecting a proponent and solution. To support this agency-wide strategic initiative, the LGCA is looking for a project management service provider to manage the requirements finalization, business process re-engineering, and implementation stages of the project alongside LGCA staff.
Working with the LGCA’s project sponsor, the project manager(s) would be responsible for overseeing project teams, working with the selected RAS provider and their project team, developing project planning materials and reporting, working with organizational change management professionals, and ensuring the LGCA’s guiding principles for the project were being adhered to. This will require working closely with LGCA management and subject matter experts on establishing efficient and updated process requirements, quality assurance and user testing, user training, and working with change management providers.
LGCA has sought a commercial-off-the-shelf (COTS) RAS solution, with a goal of configuration to business needs, with little customization required. In bringing in a new solution, the LGCA has committed that it will support required changes to roles, responsibilities, business processes, organization structures, and performance measures. Business process re-engineering, focused on efficiency and the use of technology, will be required. LGCA has also identified that it expects the selected RAS and its configuration to:
- Include the adoption of regulatory best practices;
- Primarily focus on what the LGCA needs from its business process (based on legislative mandates) rather than current processes which may be outdated or incompatible with a new RAS; and
- Integration and connectivity within and across our regulated industries and business lines.
Below is an overview of the high-level project stages that the project manager(s) will be responsible for:
- Requirements Finalization – begins once a successful RAS provider has been determined and has an interim contract with LGCA. General principles have been established and include but are not limited to: establishing business lines’ final requirements, determining the extent of configuration required, fit/gap analysis, and a plan to meet the requirements.
- Business Process Re-engineering – will begin once a contract has been finalized with the successful RAS provider and will happen in tandem with the solution’s configuration. LGCA business processes must be evaluated and amended to prepare for the implementation of the new RAS and ensure the LGCA continues to meet it mandates. This process must also consider the needs of the LGCA’s clients who will be using the RAS’ online portal for service delivery.
- Implementation – including configuration and customization deliverables, integration and interfaces, data migration, infrastructure, quality assurance and testing, training, and go-live implementation.
LGCA estimates that this project will take from 2-3 years to complete and launch all LGCA programs online. Applicants must be able to provide services for the tenure of the project. Project manager(s) will report to the Director, Strategic Services and Public Affairs.
