Description

The Liquor, Gaming and Cannabis Authority of Manitoba (“LGCA”) is issuing this request for proposals (“RFP”) as part of its ongoing public education mandate. The purpose of the RFP is to solicit proposals from qualified design and/or marketing agencies (“candidates”) to provide creative services to extend the LGCA’s award-winning cannabis public education campaign to include messaging on cannabis edibles, extracts and topicals. This campaign (“phase 3”) follows a successful delivery of a public education campaign on cannabis laws (“phase 1”) and lower-risk cannabis use strategies (“phase “2”) The successful candidate (“consultant”) will work closely with the LGCA to ensure the creative meets the objectives described below. The LGCA plans to run this campaign beginning approximately September 2019, prior to the legalization of cannabis edibles, extracts and topicals. The date for legalization of these products has yet to be determined, and campaign timelines may be adjusted when this is known.

Candidates must submit their project proposals by email to:

by 12:00 p.m. Central Time on Tuesday, May 28, 2019

Information on pricing and costs must not be included with the rest of the project proposal. This information must be submitted by courier in a sealed envelope labelled “Compensation”. One (1) corresponding compensation envelope must follow by courier no later than 24 hours after the submission deadline. Information on pricing and costs must not be sent by email. Compensation envelopes will be opened and reviewed after all project proposals are evaluated.
