Supply of Propane as Fuel; Two Year Fleet Trial & Test of Propane as an Alternative Fuel.
D2. SCOPE OF WORK
D2.1 The Work to be done under the Contract shall consist of a solution to supply propane as fuel for approximately twenty (20) light or medium fleet trucks for a two-year trial period with a usage of approximately 3600 kms weekly.
D2.2 The major components of the Work are as follows:
(a) Alternative #1 Install a temporary Propane Fuelling Tank and Dispenser on a City of Winnipeg Site for the duration of the Contract
(i) Site is 1220 Pacific Avenue, Winnipeg, Manitoba.
(ii) Include all installation permits, prewired propane tank plant, delivered, installed, leveled, leak checked delivery, leveling, for the recommended propane fueling solution.
(iii) Include any associated electrical or mechanical and civil works required for the station or provide support.
(iv) Include any training required.
(v) Testing and sign off.
(vi) Solution shall have the ability to track usage per vehicle.
(vii) Schedule for refilling propane tank.
(viii) Operation and Maintenance plan.
(b) Alternative # 2 Ability to refuel vehicles with propane at a Retail Propane Fuelling Station for the duration of the Contract
(i) Site shall be within 10 kms of 1220 Pacific Avenue.
(ii) Solution shall have the ability to track usage per vehicle.
(iii) Include Business Days available and Hours of Operation; solution is required to align with COW needs; COW requires at minimum Monday to Friday 7:00AM to 5:00PM.
(iv) Include any Regulations that may impact COW operations.
(v) Include training if applicable.
D2.3 If the solution is Alternative #1 and in the event the Work causes any disruptions of the current fueling stations at the Site, the Contractor must communicate in writing two (2) Business Days before and the Fuel Site must be operational at the end of each Business Day.
D2.3.1 The Contractor shall have complete responsibility to perform all of the Work to deliver the Infrastructure so as to provide propane fuel and dispensing Infrastructure that:
(a) Is complete and operational;
(b) Achieves and maintains SAE J2719 fuel quality standards; and
(c) Is in compliance with all applicable standards, licenses, approvals, etc., and the building and safety codes of Winnipeg, MB.
D2.4 Notwithstanding D2.1, the type and quantity of Work to be performed under this Contract is subject to annual approval of monies therefore in a budget by Council. Proponents are advised that monies have been approved for work up to and including December 31, 2024
D2.4.1 In the event that Council does not approve the annual budget for any year during this Contract, the City reserves the right to alter the type or quantity of work performed under this Contract, or to terminate the Contract, upon one hundred and twenty (120) Calendar Days written notice by the Contract Administrator. In such an event, no claim may be made against the City for damages of any kind resulting from the termination, including, but not limited to, on the ground of loss of anticipated profit on Work.
D2.5 Notwithstanding D2.1, in the event that operational changes result in substantial changes to the requirements for Work, the City reserves the right to alter the type or quantity of work performed under this Contract, or to terminate the Contract, upon thirty (30) Calendar Days written notice by the Contract Administrator. In such an event, no claim may be made for damages on the ground of loss of anticipated profit on Work.
