B3. SITE INVESTIGATION
B3.1 Further to C3.1, the Bidder shall attend a Site meeting at 245 Smith Street on one of
the following dates:
(a) May 19, 2022 at 1:00 pm, or
(b) May 20, 2022 at 9:30 am
B3.2 Attendance is mandatory, and the Bid of any Bidder not having attended will be rejected
on the basis that it is non-responsive.
B3.3 Further to F1, each individual proposed to attend the Site shall be required to obtain
a Level 2 security clearance from the Winnipeg Police Service.
(a) Completed security clearance forms shall be forwarded to the Contract Administrator in D4 no
later than May 12, 2022.
B3.4 The Bidder is advised that due to security requirements, there will not be drawings or
specifications issued. Information will be provided at the mandatory site meeting.
B3.5 The Bidder shall not be entitled to rely on any information or interpretation received
at the Site Meeting unless that information or interpretation is the Bidder’s direct observation,
or is provided by the Contract Administrator in writing.
B3.6 The Bidder is responsible for inspecting the Site, and determining:
(a) the nature of the Work to be done and all conditions that might affect his/her Bid or his/her
performance of the Work;
(b) the location, nature, quality or quantity of materials to be removed or to be employed in the
performance of the Work;
(c) the nature, quality or quantity of the equipment needed to perform the Work;
(d) all matters concerning access to the Site, power supplies, location of existing services,
utilities or materials necessary for the completion of the Work;
(e) all other matters which could in any way affect his/her Bid or the performance of the Work.
B3.7 Further to B3.6, the Bidder shall assume all risk for conditions existing or arising in
the course of the Work which have been or could have been determined through such inspection.
