Full Title: Residential Streets Renewal Program - Kanata Street, Day Street and Various Other Locations
D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of four parts:
(a) Part 1 – City Funded Work;
(b) Part 2 – Manitoba Hydro Funded Work;
(c) Part 3 – Winnipeg Transit Funded Work; and
(d) Part 4 – Day Street Work – Pandora Avenue to Ravelston Avenue.
Part 1 – City Funded Work
D3.2 Part 1 – City Funded Work shall consist of:
(a) Pavement Reconstruction:
(i) Kanata Street from Ravelston Avenue East to Pandora Avenue East;
(ii) Wabasha Street from Regent Avenue East to Pandora Ave East; and
(iii) Wynford Drive Alley from Ainsdale Way to Wynford Drive;
(b) Pavement Rehabilitation:
(i) Howard Kendel Place from McLellan Drive to the end of Howard Kendel Place;
(ii) McMahon Place from McLellan Drive to the end of McMahon Place;
(iii) Kern Drive from Kanata Street to Roanoke Street;
(iv) Melrose Avenue East from Leola Street to the end of Melrose Avenue East; and
(v) Roanoke Street from Melrose Avenue East to Pandora Avenue East.
Part 2 – Manitoba Hydro Funded Work
D3.3 Part 2 – Manitoba Hydro Funded Work shall consist of:
(a) Street Lighting and Associated Works:
(i) Kanata Street from Ravelston Avenue East to Pandora Avenue East;
(ii) Wabasha Street from Regent Avenue East to Pandora Ave East; and
(iii) Day Street from Ravelston Avenue East to Pandora Avenue.
Part 3 – Winnipeg Transit Funded Work
D3.4 Part 3 – Winnipeg Transit Funded Work shall consist of:
(a) Transit stop upgrades at:
(i) Wabasha Street at Regent Avenue; and
(ii) Wabasha Street at Pandora Avenue.
Part 4 – Day Street Work – Pandora Avenue to Ravelston Avenue
D3.5 Part 4 – Day Street Work shall consist of:
(a) Day Street bike lanes work from Pandora Avenue to Ravelston Avenue; and
(b) Traffic signals work at Day Street at Regent Avenue.
D3.6 The City currently has no approved funding in the Capital Budget for Part 2 of the
Work, but is anticipating receiving notification about funding from Manitoba Hydro by late May.
Part 2 of the Work is contingent upon Manitoba Hydro approving sufficient funding.
D3.6.1 Further to C7.1, if notice of sufficient funding is not received, the City shall
have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced
accordingly.
D3.6.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to
D3.6.1 shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D3.6.3 If all or any portion of Part 2 is eliminated pursuant to D3.6.1, the time
periods stipulated in D23 for Substantial Performance of the Work and in D24 for Total Performance
of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.7 The major components of the Work are as follows:
(a) Part 1 – Asphalt Reconstruction:
(i) remove existing pavement;
(ii) excavation;
(iii) coordinate with Manitoba Hydro Gas Services to lower or rock wrap gas service lines as
required;
(iv) installation of subdrains;
(v) compaction of existing subgrade;
(vi) installation of catch basins and connecting pipe;
(vii) install insulation over all long side water service lines;
(viii) placement of geotextile separation and filtration fabric;
(ix) placement of sub-base and base course materials;
(x) installation of street lighting as required;
(xi) construct curb utilizing slip-form paving equipment as required;
(xii) adjustment of existing drainage inlets, valves and manholes as required;
(xiii) construct one hundred eighty (180) millimetres (mm) barrier curb for asphalt pavement as
required;
(xiv) renewal of existing sidewalk;
(xv) placement of asphalt pavement utilizing grade control equipment (average thickness of one
hundred twenty (120) mm);
(xvi) reflective crack maintenance for new asphalt along all new curb;
(xvii) cleaning of all catch basins and catch pits in the project areas; and
(xviii) boulevard grading and sodding;
(b) Part 1 – Pavement Rehabilitation:
(i) planning of existing asphalt and concrete pavement (for headers) as required;
(ii) full depth concrete repairs of existing slabs and joints as required;
(iii) renewal of existing curbs and sidewalks as required;
(iv) adjustment of existing drainage inlets, valves, and manholes;
(v) boulevard grading and sodding;
(vi) cleaning of all catch basins and catch pits in the project area;
(vii) placement of asphalt pavement utilizing grade control equipment (average thickness of
eighty (80) mm; and
(viii) reflective crack maintenance as required;
(c) Part 2 – Street Lighting and Associated Works:
(i) installation of conduit cable; and
(ii) installation of new bases and poles; and,
(iii) removal of existing street light poles.
(d) Part 3 – Winnipeg Transit Work:
(i) install new accessible transit stops as required; and
(ii) upgrade existing transit stops to meet accessibility criteria as required;
(e) Part 4 – Day Street Work:
(i) excavation of boulevard or existing sidewalk as required;
(ii) removal of existing tree vault as required;
(iii) removal of existing pocket park;
(iv) construct one hundred fifty (150) mm barrier curb extensions as required;
(v) renewal of existing sidewalk including block-outs for detectable paving bands;
(vi) boulevard grading and sodding; and
(vii) placement of asphalt pavement utilizing grade control equipment (average thickness of
eighty (80) mm.
(f) Part 4 – Day Street Traffic Signals Work:
(i) installation of conduit cable; and
(ii) installation of new traffic signal bases and poles; and,
(iii) removal of existing traffic signal poles.
