552-2022 - Professional Consulting Services for a Private Parking Regulatory Framework

The Services required under this Contract shall consist of the production of a written report which includes, at a minimum, the following components:
(a) a review of regulatory frameworks including policy and legislation governing parking on private property in other comparable municipalities;
(b) identification and discussion of best practices found in other jurisdictions and/or academic literature related to licensing structures and potential revenue implications, permitting, signage, enforcement, and any other relevant aspects of parking on private property;
(c) an evaluation of the transferability and scalability of best practices from other jurisdictions to Winnipeg;
(d) recommendations to improve the regulation of parking on private property in Winnipeg, including identification of policies, regulations, and/or legislation which would require amendment, and consideration of implementation costs and revenue implications; and
(e) an Executive Summary.
