D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of interior renovations for
Millennium Library, located at 251 Donald Street.
D3.2 The major components of the Work are as follows:
(a) Replacement of existing fluorescent strip, louvred and recessed luminaires with new LED
strip, surface mounted direct and wall mounted luminaires, and the replacement of existing carpet
tile flooring and associated product items with new, as specified herein and as illustrated on the
Drawings.
(b) Prime Contractor to coordinate the Work with the Contract Administrator, City of Winnipeg
Municipal Accommodations Division and the Library Services Division staff throughout the duration
of the Contract, including mobilization, demolition, construction and remobilization
phases/staging.
(c) Prior to commencement of Work on the building premises/site, the Contractor shall confirm
and verify all the existing site conditions and dimensions.
(d) Prime Contractor shall be responsible for coordinating the moving, relocation and temporary
storage of library office and related furniture, public furniture, art, and library shelving on all
the floor levels to accommodate the replacement of the carpet tile and LED luminaires Works.
(e) Contractor is responsible for dismantling any millwork that cannot be moved in one piece,
storing, and reassembling in original location upon completion of carpet and LED light luminaires
installation. Contractor to site confirm all locations.
(f) For moving of library shelving, which includes double sided freestanding, single sided free
standing, wall mounted single sided shelving units and shelving which requires disassembly, refer
to the following:
(i) Library double sided freestanding shelving shall be moved with library books and other
material remaining on the shelves. There shall be minimal disassembly, consisting of taking apart
the bays from each other in sections of five (5) and/or six (6) bays. Where this occurs, there may be minimal requirements to remove library material;
(ii) Library single sided freestanding shelving may require material to be removed before
disassembly, but where possible should be moved similarly to double sided shelving - refer to
D3.2(e)(i);
(iii) Library single sided shelving that is attached to the walls must have minimum bottom
shelves removed to provide access to carpet tile for replacement. Shelves may require material
removed and disassembling; and
(iv) For all shelving requiring disassembly (some single sided shelves, attached or free
standing), removal and replacement of library material shall be the responsibility of Library
Services staff.
(g) Total inventory of 11,832.6 square yards of new 24” x 24” Shaw carpet tile flooring has been
supplied and currently stored in designated area at the Millennium Library by the City of Winnipeg.
Refer to the Supplemental Conditions D23.1(a) Responsibility for Plant and Materials.
(h) Prime Contractor shall provide the means and methods of accessing the fourth floor level
ceiling/skylight for the removal of existing luminaires and replacement with new ceiling and
skylight LED luminaires to the satisfaction and approval of the Contract Administrator. Refer to
the Supplemental Conditions D23.1(b) Responsibility for Plant and Materials.
(i) Prime Contractor shall be responsible for the supply and installation of related flooring
products, which includes the rubber wall base, transition strips, adhesive materials, etc. as
specified herein and illustrated on the Drawings.
(j) Installation methods for carpet to be full spread adhesive on floor levels 1 to 3; and
adhesive dot installation on floor level 4, due to raised floor system.
(k) Prime Contractor shall be responsible for the application for the Efficiency Manitoba
Business Light Program (BLP), as specified in the Supplemental Conditions D3.3(b).
(l) Replace all existing fluorescent luminaires identified on the Drawing Plans with new LED
luminaires and extend wiring as required with existing lighting controls to remain.
(m) Disconnected luminaires shall be legally disposed of off-site.
(n) Provide daylight harvesting controls for the fourth floor level skylight luminaires.
(o) Provide conduit, wiring, wiring devices, lighting controls and connections as specified and
required to suit site conditions.
(p) Paint all new exposed wiring and conduit to match existing surfaces.
(q) All electrical Work and material shall conform with the current relevant NBC, CEC, local
By-laws and to the satisfaction of the local authority having jurisdiction and Contract
Administrator.
(r) All openings through fire assemblies shall be fire stopped and sealed with ULC approved
firestopping.
(s) All materials used shall be new, of the type specified, and approved certification agency
recognized by the authority having jurisdiction, and free from any defects.
(t) Clean and wash all equipment and furnishings during demolition, construction and upon
completion of the Contract.
(u) Provide all final Closeout Submittals (O&M Manuals, As-Built Drawings, Warranties, etc.).
