B3. SITE INVESTIGATION
B3.1 Further to C3.1, the Bidder shall attend a Site meeting at the Winnipeg Drinking Water Treatment Plant at one of the following times:
(a) 9:30 a.m. on Tuesday April 4, 2023, or
(b) 9:30 a.m. on Thursday April 6, 2023.
B3.2 The Bidder is advised that attendance at one of the Site meetings is mandatory and the Bid of any Bidder not having attended one of the site investigations will be rejected on the basis that it is non-responsive.
B3.3 The Site investigation will allow Bidders to view the existing conditions, plant operations and levels of protection and coordination within the operating plant that are considered critical to completing the work of the Contract.
B3.4 Bidders registered for the Site investigation must provide the Contract Administrator with a Global Sanctions and Politically Exposed Persons (PEP) Check obtained not earlier than one (1) year prior to the Site investigation.
(a) The Global Sanctions and PEP Check must be obtained from Sterling Talent Solutions. Bidders will need to setup a Sterling Talent Solutions account prior to requesting individual background checks. This process should be done 72 hours prior to requesting the first check. Note that the check will take up to 48 hours to complete. Refer to F1.1.1 of Part F – Security Clearance for further information.
(b) The results of the Global Sanctions and PEP Check must be received by the Contract Administrator directly through Sterling Talent Solutions. Bidders must set up an account with Sterling Talent Solutions directly under their company name and grant Sterling Talent Solutions permission to share the results of the Global Sanction and PEP Check with the City of Winnipeg.
B3.5 The Bidder shall not be entitled to rely on any information or interpretation received at the Site Meeting unless that information or interpretation is the Bidder’s direct observation, or is provided by the Contract Administrator in writing.
B3.6 The Bidder is responsible for inspecting the Site, the nature of the Work to be done and all conditions that might affect their Bid or their performance of the Work, and shall assume all risk for conditions existing or arising in the course of the Work which have been or could have been determined through such inspection.
B3.7 Bidders are required to wear CSA-approved safety footwear. Work gloves are recommended.
