D3. SCOPE OF WORK
D3.1 The Work to be done under the Contract shall consist of two parts:
(a) Part 1 – City Funded Work
(b) Part 2 – Manitoba Hydro Funded Work.
Part 1 – City Funded Work
D3.2 Part 1 – City Funded Work shall consist of:
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Hartford Avenue from Sinclair Street to CPR Winnipeg Beach
(ii) Powers Street from Machray Avenue to Cathedral Avenue
(b) Concrete Pavement Rehabilitation and Associated Works
(i) Burrows Avenue Eastbound Side from Aikins Street to Charles Street
(ii) College Avenue from McGregor Street to Salter Street
(iii) Machray Avenue from Powers Street to Salter Street
(iv) Pritchard Avenue from Charles Street to Main Street
(c) Sewer Repairs and Associated Works
(i) College Avenue from McGregor Street to Salter Street
(ii) Hartford Avenue from Sinclair Street to CPR Winnipeg Beach
(iii) Machray Avenue from Powers Street to Salter Street
(iv) Powers Street from Machray Avenue to Cathedral Avenue
(v) Pritchard Avenue from Charles Street to Main Street
(d) Traffic Calming Improvements and Associated Works
(i) Watson Street from Jefferson Avenue to Leila Avenue
Part 2 – Manitoba Hydro Funded Work
D3.3 Part 2 – Manitoba Hydro Funded Work shall consist of:
(a) Installation of Street Lighting and Associated Works
(i) Hartford Avenue from Sinclair Street to CPR Winnipeg Beach
D3.4 The City currently has no approved funding for Part 2 of the Work, but is anticipating
receiving notification about funding from Manitoba Hydro by the award date. Part 2 of the Work is
contingent upon Manitoba Hydro approving sufficient funding.
D3.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall
have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced
accordingly.
D3.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to
D3.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for
purposes of C7.5.
D3.4.3 If all or any portion of Part 2 is eliminated pursuant to D3.4.1, the time
periods stipulated in D23 for Substantial Performance of the Work and in D24 for Total Performance
of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D3.5 The major components of the Work are as follows:
Part 1 – City Funded Work
(a) Asphalt Pavement Reconstruction and Associated Works
(i) Removal of existing concrete sidewalk;
(ii) Renewal of existing concrete sidewalk;
(iii) Regrading of existing interlocking paving stones;
(iv) Regrading of existing sidewalk blocks;
(v) Removal of existing pavement;
(vi) Removal of existing curb;
(vii) Grouting of existing manholes;
(viii) Replacement of manhole risers;
(ix) Installation of new manholes;
(x) External point repair on existing sewer service pipe or sewer main;
(xi) Installation of catch basins and sewer service pipe;
(xii) Installation of subdrains;
(xiii) Abandon existing catch basins;
(xiv) Remove existing catch basins;
(xv) Excavation;
(xvi) Compaction of existing sub-grade;
(xvii) Adjustment of existing pavement and boulevard structures;
(xviii) Insulation of water services;
(xix) Placement of geotextile fabric and geogrid;
(xx) Placement and compaction of sub-base material;
(xxi) Construction of barrier curb for asphalt pavement (SD-200A), utilizing slip-form paving
equipment;
(xxii) Construction of lip curb for asphalt pavement (SD-200A), utilizing slip-form paving
equipment;
(xxiii) Construction of curb ramp for asphalt pavement (SD-200A);
(xxiv) Construction of modified barrier curb for asphalt pavement (SD-200A);
(xxv) Construction of 150mm concrete pavement (reinforced);
(xxvi) Placement and compaction of 50mm sub-base material as backfill behind barrier curb for
asphalt pavement within excavated area;
(xxvii) Placement and compaction of suitable site material as backfill behind barrier curb for
asphalt pavement within excavated area;
(xxviii) Construction of barrier curb;
(xxix) Construction of concrete sidewalk;
(xxx) Installation of detectable warning surface tiles;
(xxxi) Placement and compaction of base course material;
(xxxii) Placement and compaction of boulevard topsoil;
(xxxiii) Placement of asphalt pavement (Type III);
(xxxiv) Placement of asphalt pavement (Type 1A);
(xxxv) Placement of asphalt pavement tie-ins (Type 1A); and
(xxxvi) Placement of sod.
(b) Concrete Pavement Rehabilitation and Associated Works
(i) Planing of existing asphalt and at intersections as required;
(ii) Renewal of existing concrete sidewalk as required;
(iii) Construction of monolithic concrete sidewalk;
(iv) Installation of detectable warning surface tiles;
(v) Removal of existing curb as required;
(vi) Grouting of existing manholes;
(vii) Repair of existing manhole benching;
(viii) Replacement of manhole risers;
(ix) Replacement of catch basin leads;
(x) Connection to existing sewers;
(xi) External point repair on existing sewer service pipe or sewer main;
(xii) Abandon existing drainage inlets;
(xiii) Installation of catch pits and drainage connection pipes;
(xiv) Installation of catch basins and catch basin lead pipes;
(xv) Full depth concrete repairs of existing slabs and joints;
(xvi) Adjustment of existing pavement and boulevard structures;
(xvii) Renewal of existing barrier curb as required;
(xviii) Construction of modified barrier curb;
(xix) Placement and compaction of boulevard topsoil;
(xx) Installation of pavement repair fabric;
(xxi) Placement of asphalt pavement (Type 1A);
(xxii) Placement of asphalt pavement tie-ins (Type 1A); and
(xxiii) Placement of sod.
(c) Sewer Repairs and Associated Works
(i) Replacement of catch basin leads;
(ii) External point repair of existing sewer service pipe or sewer main;
(iii) Installation of new manholes;
(iv) Replace pre-cast concrete risers and brick risers;
(v) Patching pre-cast concrete risers & brick risers;
(vi) Patching of manholes;
(vii) Repair of existing manhole benching; and
(viii) Sewer and sewer service video inspection.
(d) Traffic Calming Improvements and Associated Works
(i) Planing of existing asphalt as required;
(ii) Removal of existing concrete sidewalk as required;
(iii) Renewal of existing concrete sidewalk;
(iv) Renewal of existing curb ramps;
(v) Construction of concrete sidewalk;
(vi) Construction of curb ramps;
(vii) Installation of detectable warning surface tiles;
(viii) Removal of existing sidewalk blocks;
(ix) Removal of existing curb as required;
(x) Removal of existing pavement;
(xi) Installation of catch basins and sewer service pipe;
(xii) Adjustment of existing pavement and boulevard structures;
(xiii) Full depth concrete repairs as required;
(xiv) Renewal of existing barrier curb as required;
(xv) Construction of barrier curb;
(xvi) Construction of modified barrier curb;
(xvii) Construction of asphalt speed tables;
(xviii) Construction of raised concrete crosswalks;
(xix) Installation of suitable fill;
(xx) Placement and compaction of boulevard topsoil;
(xxi) Placement of asphalt pavement (Type 1A);
(xxii) Placement of asphalt pavement tie-ins (Type 1A); and
(xxiii) Placement of sod.
Part 2 – Manitoba Hydro Funded Work
(a) Installation of Street Lighting and Associated Works
(i) Removal of existing street light standards;
(ii) Installation of 50mm conduit and cable by boring method;
(iii) Installation of new street light standards;
(iv) Installation of ground rods as required;
(v) Installation of cable guard;
(vi) Installation and connection of externally-mounted relays;
(vii) Termination of copper conductor to street light cables;
(viii) Installation of overhead span to provide temporary overhead feed;
(ix) Removal of overhead span to remove temporary overhead feed; and
(x) Backfill as required.
