D2.1 The Work to be done under the Contract shall consist of two parts:
(a) Part 1 – City Funded Work
(b) Part 2 – Manitoba Hydro Funded Work.
Part 1 – City Funded Work
D2.2 Part 1 – City Funded Work shall consist of:
(a) Phase I – 2021 Pavement and Water Main Renewals
(i) Munroe Avenue water main renewal from Henderson Highway to mid-block between Brazier Street and Roch Street
(ii) Munroe Avenue pavement renewal from Henderson Highway to Watt Street, including the Munroe/Watt intersection
(iii) Watt Street pavement renewal from Munroe Avenue to approx. 40m south of Munroe Avenue
(iv) Watt Street pavement widening and asphalt resurfacing from Munroe Avenue to approx. 65m north of Munroe Avenue
(v) Munroe Avenue traffic signals upgrades at Henderson Highway, Brazier Street, Roch Street and Watt Street.
(b) Phase II – 2022 Pavement Renewal
(i) Munroe Avenue pavement renewal from Watt Street to Raleigh Street
(ii) Munroe Avenue traffic signals upgrades at Raleigh Street
Part 2 – Manitoba Hydro Funded Work
D2.3 Part 2 – Manitoba Hydro Funded Work shall consist of:
(a) 2021 Manitoba Hydro Work
(i) Munroe Avenue street lighting and associated work from Henderson Highway to Watt Street.
D2.4 The City currently has no approved funding in the Capital Budget for Part 2 of the Work, but is anticipating receiving notification about funding from Manitoba Hydro by the Award Date. Part 2 of the Work is contingent upon the Manitoba Hydro approving sufficient funding.
D2.4.1 Further to C7.1, if notice of sufficient funding is not received, the City shall have the right to eliminate all or any portion of Part 2, and the Contract Price will be reduced accordingly.
D2.4.2 Further to C7.5, C7.5.1, and C7.6, a reduction in the Contract Price pursuant to D2.4.1 shall not be considered in calculating the aggregate reduction in the Contract Price for purposes of C7.5.
D2.4.3 If all or any portion of Part 2 is eliminated pursuant to D2.4.1, the time periods stipulated in D20 for Substantial Performance of the Work and in D21 for Total Performance of the Work will be reduced proportionally by the Contract Administrator acting reasonably.
D2.5 The major components of the Work are as follows:
(a) Water Main Renewal
(i) Installation of 200 mm and 300 mm PVC Pipe;
(ii) Installation of Hydrant Assemblies, Gate Valves, and Other Appurtenances;
(iii) Reconnection of Water Services;
(iv) Tie into existing Water Mains;
(v) Removal of existing Hydrants;
(vi) Abandonment of existing Gate Valves;
(vii) Flushing Hydrostatic Leakage Testing, and Disinfection of new Water Main; and
(viii) Restoration of Pavement and Sidewalk.
(b) Pavement Renewal
(i) Installation of Catch Basins and connecting Sewer Pipes;
(ii) Pavement Removal;
(iii) Excavation;
(iv) Subgrade compaction;
(v) Installation of Subdrains;
(vi) Insulation of Water Services;
(vii) Placement of Geotextile Fabric;
(viii) Placement of Geogrid;
(ix) Placement of Sub-Base and Base Course material;
(x) Construction of 230 mm Concrete Pavement (plain-dowelled) with slip form paving equipment;
(xi) Construction of 180 mm Barrier Curb with slip form paving equipment;
(xii) Construction of 180 mm Modified Barrier Curb at radii;
(xiii) Construction of Ramp Curb;
(xiv) Installation of Detectable Warning Tiles;
(xv) Construction of 150 mm – 200 mm Concrete Approaches (reinforced);
(xvi) Construction of Asphalt tie ins;
(xvii) Sidewalk Removal;
(xviii) Construction of 100 mm concrete sidewalk;
(xix) Adjustment of existing Catch Basins, Manholes and Appurtenances; and
(xx) Restoration of Boulevard.
(c) Pavement Widening and Asphalt Resurfacing

(ii) Planing of Asphalt Overlay;
(iii) Installation of Catch Basins and connecting Sewer Pipes;
(iv) Pavement and Curb Removal;
(v) Excavation;
(vi) Subgrade Compaction;

(viii) Placement of Geotextile Fabric;
(ix) Construction of 150 mm Concrete Pavement (reinforced);
(x) Construction of 180 mm Barrier Curb;
(xi) Placement of Pavement Repair Fabric;
(xii) Placement of Asphalt Overlay (50 mm -150 mm thickness);
(xiii) Sidewalk Removal;
(xiv) Construction of 100 mm concrete sidewalk; and
(xv) Restoration of Boulevard.
(d) Traffic Signals Work
(i) Installation of Conduit;
(ii) Installation of Concrete Bases;
(iii) Installation of Service Boxes;
(iv) Removal of Concrete Bases;
(v) Installation of Ground Rods; and
(vi) Cutovers.
(e) Manitoba Hydro Work
(i) Removal of existing street light poles and bases;
(ii) Installation of conduit;
(iii) Installation of bases and poles; and
(iv) Installation of overhead span.
