This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation. (“Owner”) to prospective proponents to submit proposals for security upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of an electrical contractor for security upgrades to a six storey mixed-use building at 400 Logan Avenue in Winnipeg. The scope of work includes, but is not limited to the supply, installation and commissioning of CCTV cameras, access control, intrusion alarm, intercom system, and exterior/site lighting. This project also includes upgrade to wireless communication systems in other buildings as per design documents. Work site locations will be occupied during construction.

Site Visit
A Mandatory site visit has been scheduled as follows:
Location: 400 Logan Avenue, Winnipeg, MB
Date and Time: January 30, 2024, at 10:00 AM local time

Proponents are to meet in the lobby at 400 Logan Avenue, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet. Any person arriving after 10:05 AM will be considered late and their submission will not be accepted. 

Proponents are to pre-register by email to the project manager at jason.decastro@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is 12:00 PM January 29, 2024. Attendance at the mandatory site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the
Owner’s representatives or other third parties at the mandatory site visit unless the RFP Contact has provided the information in writing.

Deadline for questions February 22, 2024. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is February 29, 2024 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
