The purpose of this Request for Qualifications (the “RFQ”) is to invite interested parties to submit Responses to this RFQ indicating their interest in, and qualifications for, the Manitoba Schools Project (the “Project”). The Province of Manitoba (the “Province”), led by the Department of Consumer Protection and Government Services’ Strategic Initiatives and Alternative Delivery (“SIAD”) unit (the “Authority”), in collaboration with the Department of Education and Early Childhood Learning, and their advisors (collectively the “Procurement Team”) intend to select, in accordance with the terms of this RFQ, a shortlist of no more than three Proponents to be invited to participate in the Request for Proposals (the “RFP”) stage of the Competitive Selection Process (the “RFP Process”).
The Authority is engaging the Competitive Selection Process for the purposes of selecting a qualified entity (“Project Co”) to enter into a contract (the “Project Agreement”) to design, build, partially finance and maintain nine schools (the “Project”) under a Public-Private Partnership (“P3”) Design-Build-Finance-Maintain (“DBFM”) procurement model.
The objectives of the Project are:
a) to expeditiously complete the Competitive Selection Process;
b) to complete construction of the Project so that all schools achieve Substantial Completion (as will be defined in the Project Agreement) by June 2027, ahead of the 2027/2028 school year;
c) to deliver innovation and achieve “value for money” over the life of the Project, i.e., during the design build phase and for a 30-year period thereafter (the “Project Term”); and
d) to optimize risk transfer during design, construction, and maintenance.
The principal objective of the process to be undertaken pursuant to this RFQ (the “RFQ Process”) is to identify three teams responding to this RFQ (the “Respondents”) who the Province considers are most qualified, and technically and financially capable, to further the above objectives for the Project and who, in the Province’s assessment, are most likely to:
a) engage in the Competitive Selection Process through to final bids;
b) submit highly competitive final bids that will achieve value for money for the Project; and
c) achieve financial close in a timely manner.
This RFQ is not a tender or an offer or a request for proposals, and there is no intention by the Procurement Team to make an offer by issuing this RFQ. Capitalized terms used in this RFQ have the meanings set out in Section 7 of this RFQ, unless expressly defined elsewhere in this RFQ.

Participation will not be mandatory and there will be no virtual option. A list of attendees that have registered through the Contact Person will be made available to those who have registered with the Contact Person.
Minutes will not be prepared or circulated. No information from the meeting may be relied upon unless set out in an Addendum or a response to an Enquiry under Section 4.6. Participants are not permitted to record the meeting.
