2023-37-HPP-P - Prime Consultant, Hecla Road and Bike Lane Improvements and Stabilization

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection and Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Natural Resources and Northern Development(“Owner”) to prospective proponents to submit proposals for a road and bike lane improvement as further described in Section 1 of the RFP Particulars (Appendix 4) (the “Services”).

CPPD requires the services of a Consultant to act as the Prime Consultant and lead a team of Consultants to perform a detailed condition assessment of the Hecla Provincial Park roadway and bike lane where recent failures have occurred between the village and the Lakeview Hecla Resort, and to provide design services to make required repairs and improvements.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: Hecla Road just north of Village/Maintenance Yard
Date: July 11, 2023 11:00 AM local time

Proponents are to meet at the location prior to 11:00 AM to sign the site attendance sheet. Proponents are to pre-register by email to Sandra.davies@gov.mb.ca . It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting date.

Deadline for registration is the end of the business day prior to the meeting, July 10, 2023. Attendance at the site visit will be confirmed and recorded. Proposals will not be accepted from Proponents who have not attended the pre-bid meeting.

Proponents are not entitled to rely on information received from CPPD or other third parties at the site viewing unless the RFP Contact has provided the information in writing.

Deadline for questions Aug 02, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is August 10, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
