This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing & Renewal Corporation (“Owner”) to prospective proponents to submit proposals for Parking Lot, Sidewalk and Site Upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
CPPD requires the services of a Contractor for a Parking Lot, Sidewalk and Site Upgrades in 154 Chartier Ave., West. St Lazare, MB. The Scope of Work includes, but is not limited to, removal and replacement of parking lot, sidewalks, patios, parking plugs, post, culvert, sewer and waterlines; install 4 new parking spaces, 6 new parking post and plugs; and removal of 1 tree. Work site location will be occupied during construction and requires emergency vehicle access at all times.
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
An optional Site Visit has been scheduled as follows:

Date and Time: November 17, 2022 11:00 AM local time
Proponents are to meet at 154 Chartier Ave., West, St. Lazare, MB prior to 11:00 AM to sign the site attendance sheet. Proponents who wish to attend the site visit must pre-register by email to the project coordinator at gavin.scott@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.
Deadline for registration is the end of the business day November 16, 2022. Attendance at the site visit will be confirmed and recorded. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.
Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.
Deadline for questions November 24, 2022. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca CPPD will only address questions that were sent to this email address.
Bid submission deadline is December 1, 2022 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted. Please read the tender documents carefully regarding the e-bid requirements.
