Description

The Government of Manitoba, as represented by the Minister of Consumer Protection & Government Services, Asset Management Division, seeks to select a qualified Contractor to provide overhead door and loading dock leveller services (including all labour, materials, supplies and equipment) for Government owned and operated locations throughout District 1 (Winnipeg, District 2 (South East Manitoba), District 3 (South West Manitoba) and District 4 (Northern Manitoba).

Additional Bidding Instructions

The Bidder must submit a technical submission which consists of written comments and information in response to the qualification categories as set out in the table below. The technical submission should be organized following the identified sections as per the prequalification table below and set out in a manner than clearly demonstrates that they understand Manitoba’s requirements for the work and their competency, experience and capacity to perform the work in accordance with the Agreement and Appendix “A” Specifications.

Description
Resources and Experience (Maximum points 25)
The Bidder has the qualified resources that meet the experience, knowledge and training necessary to do the work. A qualified resource means a technician with a minimum of 3 years of experience providing the services described in Appendix "A" Specifications.

At minimum. 3 technicians with service vehicle (15 points)
4 technicians with service vehicle (20 points)
5+ technicians with service vehicle (25 points)

Emergency Service Requirements (Maximum Points 15)
The Bidder must demonstrate how they will handle and meet the response times for emergency call-outs as specified in Appendix "A" section 2.2e.

Managing the Geographical Areas (Maximum Points 10)
The Bidder must demonstrate how they will manage multiple service requests at the same time across the four geographical areas identified.

References ( Maximum Points 10)
The Bidder must provide a minimum of two (2) references within the last five (5) years for service/maintenance contracts of similar size, scope and complexity.

Restricted Facilities (Maximum Points 15)
The Bidder has project and/or service call experience working in restricted facilities such as: Correctional Facilities, individuals with disability centres, law courts, childcare centers, etc. Bidder must submit examples including the location and year. Examples must be within the last three (3) years.

TOTAL MAXIMUM POINTS 75
Manitoba will review all technical submissions and qualify them based on their overall score. A PASS mark to qualify would be a minimum score of 70% (52.5 points). If a bid fails to achieve a pass mark, the bid will be rejected and Form D2: Price Form will not be evaluated or considered.
