2023-40-7401-P - Oak Tree Towers Exterior Retrofit & Site Work

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation. (“Owner”) to prospective proponents to submit proposals for Oak Tree Towers Exterior Retrofit & Site Work at 805 Saskatchewan Avenue West, Portage La Prairie, Manitoba as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in single storey two annexes and seven Storey tower at 805 Saskatchewan Avenue, Portage La Prairie. Work site location will be fully occupied during construction.

The Scope of Work for two annexes includes but is not limited to, the replacement of exterior envelope assembly, replacement of all windows and exterior doors, soffit and rain gears, improve accessibility, fire safety and thermal insulation in the attic, provide new HRVs for suites for ventilation system improvements, upgrade the lighting and upgrade associated electrical and mechanical works.

The Scope of Work for seven storey tower includes but is not limited to, replacement of all windows and exterior doors and upgrade lighting and security. The Scope of Work for site includes but is not limited to, replacement of existing walkways, patio and parking lot and fencing.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 805 Saskatchewan Avenue West, Portage La Prairie, Manitoba
Date and Time: July 13, 2023, at 10:00 AM local time

Proponents are to meet at 805 Saskatchewan Avenue West, Portage La Prairie, in front of seven storey tower prior to 10:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project manager at erandi.thammitaralalage@gov.mb.ca and project coordinator at gavin.scott@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is July 12, 2023 at 3:00 PM local time. Attendance at the site visit will be confirmed and recorded.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions July 26, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is August 4, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
