2023-07-4553-P - Law Courts Carpet Replacement

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Projects Planning and Delivery (“CPPD”) to prospective proponents to submit proposals for the interior renovation of approximately 6,000 square feet of work on the main floor of the Law Courts complex as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

CPPD requires the services of a Contractor for the interior renovation in the Law Courts complex. The Scope of Work includes, but is not limited to, new flooring and re-arranging of existing filing room. Work site location will not be partially occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: Law Courts Complex, 408 York Ave, Winnipeg, MB
Date and Time: May 12, 2023 8:00 AM local time

Proponents are to meet at Kennedy Street entrance prior to 8:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project coordinator at maria.thom@gov.mb.ca. Proponents must include Appendix 9 Confidentiality Agreement with registration (signed on behalf of the company). Appendix-9 Schedule B must be completed and submitted by every individual attending the site visit. Proponents without a completed Confidentiality Agreement will not be given access to the site. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration and confidentiality agreement forms is 5PM May 10, 2023 local time. Attendance at the site visit will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, CPPD’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Specifications & Drawings:
To obtain the Drawings and Specifications, proponents must send their completed and signed Non-Disclosure Agreement via email to the project coordinator maria.thom@gov.mb.ca. The project coordinator will send the Specifications & Drawings to the proponents via email.

Deadline for questions May 22, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is May 30, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
