This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Labour, Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for Interior Refresh, Electrical and Plumbing Upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
CPPD requires the services of a Contractor for an Interior Refresh, Electrical and Plumbing Upgrades to various properties in Churchill, MB. The Scope of Work includes, but is not limited to, interior refresh to complete units, and bathroom upgrades at various units, Water line replacement & Split meter boxes and masts. Work site locations will be occupied during construction.
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
Site Visit – By Appointment
If the proponent wish to view the site, the proponents must arrange by email to the project coordinator at mike.macvicar@gov.mb.ca. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the Site Visit unless the RFP Contact has provided the information in writing.
Deadline for questions January 25, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is February 1, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
