This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for Grand Valley Place Building Envelope Upgrade & Site Work at 218, 4th Street Brandon as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
CPPD requires the services of a Contractor for Building Envelope and site upgrades in 218, 4th Street, Brandon. The Scope of Work includes, but is not limited to, replacement of exterior envelopment assembly, replacement of all windows and exterior doors, replacement of roofing and canopy assemblies, rain gear replacement, repair work associated with crawl space, upgrade existing HVAC system and replace existing baseboard heaters. Site upgrade works include the replacement of existing walkways, stairs and ramps, regrade and landscape, tree removal/pruning, fence replacement and exterior electrical and lighting upgrade. The work is sequenced into six phases and work is to be progressed continuously. The work site location will be partially occupied during the construction.

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
An optional site visit has been scheduled as follows:

CPPD highly recommends participating in the optional site visit for proponents. Proponents are to meet at location prior to10:00 AM to sign the site attendance sheet.

Deadline for registration is May 15, 2023 at 3:00 PM local time. Attendance at the pre-bid meeting will be confirmed and recorded. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the pre-bid meeting unless the RFP Contact has provided the information in writing.
Deadline for questions June 02, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is June 13, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
