This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing & Renewal Corporation (“Owner”) to prospective proponents to submit proposals for an exterior refresh and site works as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).
CPPD requires the services of a Contractor for exterior refresh and site works in a six (6) single family townhouse units. The Scope of Work includes, but is not limited to, removal and replacement of all existing exterior trim, deck railing, storm doors, entry doors, front steps, exterior lighting, numbers and mailboxes, soffit, facia, downspouts, window wells and hydro enclosures. Replacement of all existing windows with new trims. Site works including removal and replacement of wood privacy fence, common area chain link fence, sidewalks, grading and resurfacing parking lot as further described in Appendix 8 – Scope of Works. Work site location will be fully occupied during construction.
CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.
An optional site visit has been scheduled as follows:

Proponents are to meet at 248 1st St., SE, Carman, MB prior to 11:00 AM to sign the site attendance sheet. Attendance at the site visit will be confirmed and recorded.
If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact. Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.
Deadline for questions June 28, 2023. All questions must be submitted to the Contract Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.
Bid submission deadline is July 6, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
