This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Manitoba Housing and Renewal Corporation (“Owner”) to prospective proponents to submit proposals for a complete modernization of two hydraulic elevators as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The location of the work is 200 Good Street, Winnipeg, Manitoba. The Scope of Work includes, but is not limited to a complete modernization for two hydraulic elevator. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

Proponents and their representatives are not permitted to contact any employees, officers, agents, elected or appointed officials, or other representatives of Manitoba or CPPD other than the RFP Contact, concerning matters regarding this RFP. Failure to adhere to this rule may result in the disqualification of the proponent and the rejection of the proponent’s proposal.

An optional site visit has been scheduled as follows:
Location: 200 Good Street
Date and Time: May 25, 2023 10:00 AM local time
Proponents are to meet at the front entrance at 200 Good St., Winnipeg, MB prior to 10:00 am local time to sign the site attendance sheet. Proponents are to pre-register by email to the project coordinator at chris.cruz@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting. 
Deadline for registration is the end of the business day May 24, 2023. Attendance at the pre-bid meeting will be confirmed and recorded. If proponents are not available to attend the above scheduled optional site visit, but still wish to view the site, an appointment may be arranged by contacting the RFP Contact.

Deadline for questions is May 30, 2023. All questions must be submitted to the RFP Contact at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is June 06, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of Proposal submission will be accepted.
