Louis Riel School Division (the “Owner” or LRSD) seeks to select a qualified Proponent through a procurement process to act as the Construction Manager (“CM”) to provide construction management services as further described in this RFP. The project will include the construction of a new K-8 French Immersion School in the Sage Creek neighborhood in Winnipeg, Manitoba, as further described in this RFP (the “Project”). See Part 1, Section 6.0 of this RFP for further details about the Project.
The CM will be engaged to provide advice to LRSD during the Pre-Construction phase of the Project and shall administer and oversee the construction work of the Project. The CM shall be ‘at risk’, as they will be responsible for contracting with all the Subcontractors and Suppliers and acting as a Contractor during the Construction Phase.
Project Background / Overview
The project will include the construction of a new K-8 French Immersion School, designed with an opening capacity for 700 students and a core capacity for 900 students. The site is located in the Sage Creek neighborhood on the southeast corner of Des Hiverants Boulevard and Warde Avenue. The school will be approximately 92,980 sq.ft. gross area including classroom spaces, a band room, home economic and industrial arts spaces. Site design and layout of the school will include an alternative design of an additional 10,995 sq. ft. (8 classrooms, circulation and ancillary space) to accommodate the full build out for 900 students. The project will also include construction of a new 74 seat child care to be designed within the main building mass. The Project’s scope also includes, but is not limited to, the following specific requirements:
The CM will be required to work with the entire project team to ensure that the school opens no later than January 1, 2025. It will be the responsibility of the CM to ensure that long lead items that may affect the construction schedule are ordered in advance to not slow the progress of construction.
Sequential tendering will be required if the Prime Consultant and CM feel it adds value or is necessary to meet the project deadlines. The number of sequential tendering packages should be minimized to avoid confusion or gaps in tender packages.
