2023-74-2963-P - Cell Doors Upgrades (TP #2) – Manitoba Youth Centre

This Request for Proposals (the “RFP”) is an invitation by the Government of Manitoba (“Manitoba”), as represented by the Department of Consumer Protection & Government Services, Capital Project Planning and Delivery (“CPPD”) on behalf of the owner of the project, Department of Justice. (“Owner”) to prospective proponents to submit proposals for Cell Doors Upgrades as further described in Section 1 of the RFP Particulars (Appendix 3) (the “Work”).

The work is being done in Manitoba Youth Centre 170 Doncaster Street, Winnipeg, MB. Work site location will be occupied during construction.

CPPD is administering this RFP process. For the purposes of this procurement process, the “RFP Contact” will be:

An optional site visit has been scheduled as follows:
Location: 170 Doncaster Street, Winnipeg, MB
Date and Time: October 3, 2023, at 10:00 AM local time

Proponents are to meet at 170 Doncaster Street, Winnipeg, MB prior to 10:00 AM to sign the site attendance sheet.

Proponents are to pre-register by email to the project coordinator at reynaldo.quiogue@gov.mb.ca. It is the Proponents responsibility to ensure registration and confirmation has been received prior to the meeting.

Deadline for registration is the end of the September 29, 2023. Attendance at the site visit will be confirmed and recorded.

All interested proponents must submit a signed and completed Appendix 12 – Confidentiality and Non-Disclosure Agreement in order to attend the site visit and for the release of drawings/specifications. Signed forms must be emailed to the project coordinator when registering for the site visit.

Please note: Only General Contractors will be provided a hard copy of the drawings and specifications. The drawings and specifications must be returned to Manitoba Consumer Consumer Protection & Government Services (Attention: Li Li) 5th Floor – 352 Donald St., Winnipeg MB, before or on the submission deadline.

Proponents are not entitled to rely on information received from CPPD, the Owner’s representatives or other third parties at the site visit unless the RFP Contact has provided the information in writing.

Deadline for questions October 15, 2023. All questions must be submitted to the RFP Administrator at cppdprocurement@gov.mb.ca. CPPD will only address questions that were sent to this email address.

Bid submission deadline is October 31, 2023 at 2:00:00 P.M. CDT. This is an ebid submission and all bids must be uploaded through MERX. No other form of submission is accepted for this tender. Please read the tender documents carefully regarding the e-bid requirements.
