INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI) AS TO THE AVAILABILITY OF SPACE FOR LEASE
IN THE CITY OF WINNIPEG, MANITOBA
PROJECT NUMBER #80-4814
Manitoba Department of Consumer Protection and Government Services (CPGS), Asset Management (AM), Real Estate and Contract Services (RECS) Branch is asking interested parties to provide information for a potential lease of office space that meets the following criteria:
Section A: Lease Components
Lease to commence on or before March 31, 2025.
The proposed space must satisfy or be capable of satisfying the following criteria:
• Approximately 6,000 – 6,500 usable square feet of contiguous office space.
• 3 reserved staff parking stalls are required within the building or adjacent to it, within a 5-minute walking distance.
• 1 accessible parking space is required.
• The accommodations must be located on, or in close proximity to, a major traffic artery with convenient access to public transit allowing easy accessibility for the general public.
• The ability to smudge within the premises.
• The proposed space must be located in the city of Winnipeg, Manitoba within the boundaries, as shown on the attached Boundary Map, and further described as:
The area bounded by Portage Avenue on the north, by Assiniboine Avenue on the south, by Main Street on the east and by Osborne Street on the west.

Section C: Responses Requested by
As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners/agents/mandataries should provide their response by May 21, 2024.
Responses received after the above noted date will not be considered.
Section D: Information Provided by Interested Parties
Information provided by interested parties or agents of interested parties should include:
• The Project Number.
• The municipal address of the proposed space.
• The current zoning of the building.
• The specific location of space within the building.
• The measured area of the proposed space (useable/rentable) .
• A floor plan identifying the proposed space with washrooms, exits and other design elements.
• A site plan showing the building and parking facilities.
• Date the space is available for lease.
• Details addressing the criteria listed above in Section A.
Do not submit a price as this is not a proposal call.

Section F: List of Available Space
This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.
Section G: Not a Solicitation Process
Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. AM will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and AM may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. AM reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
