Marine Atlantic Inc. (MAI) invites offers from qualified Vendors for the Tank #2 Insulation Removal in Port aux Basques, NL.

The project is located at the Marine Atlantic Ferry Terminal at Port aux Basques, Newfoundland and Labrador. The primary work area is within the Fuel Terminal Tank Farm located in a separate secure area north of the main ferry terminal facility.

The work includes, but is not limited to, the following:

Mobilization and demobilization, including all labor and equipment as specified and as required to carry out the work.
Removal and disposal of the exterior insulation and cladding from the shell and roof assemblies.
Removal and disposal of studs and hardware supporting the insulation and cladding. Studs are to be ground flush with the tank shell using coldwork. Overgrinding is to be prevented, Contractor to take care not to overgrind, as such will result in repairs being required to re-establish nominal steel thickness. Such repairs resulting from Contractor performance will not be considered for compensation under this Contract.
Complete and API Standard 653 inspection and non-destructive examination (NDE) of the shell and roof plates. Inspections are to be carried out by a certified inspector. Provide a report indicating the results of these inspections.

Submittals:

Preparation, submission, and implementation of an approved Construction Schedule.
Preparation, submission, and implementation of an approved Site-Specific Safety Plan.
Preparation, submission and implementation of an approved Traffic Control and Pedestrian Plan.
Preparation, submission, and implementation of an approved Site-Specific Environmental Protection Plan.
Preparation, submission, and implementation of an approved Project Execution Methodology.

Marine Atlantic reserves the right to accept tenders in whole or in part. The lowest or any tender will not necessarily be accepted.

A site visit will be held on Tuesday, September 26th, 2023, at 2:00 PM Newfoundland Time at the site in Port aux Basques, Newfoundland.

The closing for receipt of tenders will be 2:00PM Atlantic Time, October 12th, 2023.

Proposals must be submitted by electronic means using the MERX EBS.

This will be the only method of response accepted for consideration. Proposals will not be considered if submitted by fax, email, or other open forms of communication. Proposals must be received by the closing date and hour. Late proposals will not be considered.

Marine Atlantic Inc. (MAI) sollicite des offres de fournisseurs qualifiés pour l'enlèvement de l'isolation du réservoir n°2 à Port aux Basques, à Terre-Neuve.

Le projet est situé au terminal de traversier Marine Atlantique à Port aux Basques, à Terre-Neuve-et-Labrador. La principale zone de travail se trouve dans le parc de stockage du terminal de carburant, situé dans une zone sécurisée distincte au nord de l'installation principale du terminal de ferry.

Les travaux comprennent, sans toutefois s'y limiter, les éléments suivants :

• Mobilisation et démobilisation, y compris toute la main-d'œuvre et l'équipement spécifiés et requis pour effectuer les travaux.
• Enlèvement et élimination de l'isolation extérieure et du revêtement extérieur des assemblages de coque et de toiture.
• Enlèvement et élimination des poteaux et de la quincaillerie supportant l'isolation et le revêtement. Les goujons doivent être meulés au ras de la coque du réservoir par travail à froid. Le surmeulage doit être évité. L'entrepreneur doit prendre soin de ne pas trop meuler, car cela entraînerait des réparations nécessaires pour rétablir l'épaisseur nominale de l'acier. De telles réparations résultant de l'exécution de l'entrepreneur ne seront pas prises en compte pour une compensation en vertu du présent contrat.
• Inspection complète et norme API 653 et examen non destructif (END) de la coque et des plaques de toit. Les inspections doivent être effectuées par un inspecteur certifié. Fournir un rapport indiquant les résultats de ces inspections.

Soumissions :
• Préparation, soumission et mise en œuvre d'un calendrier de construction approuvé.
• Préparation, soumission et mise en œuvre d'un plan de sécurité spécifique au site approuvé.
• Préparation, soumission et mise en œuvre d'un plan approuvé de contrôle de la circulation et des piétons.
• Préparation, soumission et mise en œuvre d'un plan de protection de l'environnement spécifique au site approuvé.
• Préparation, soumission et mise en œuvre d'une méthodologie d'exécution de projet approuvée.

Marine Atlantique se réserve le droit d'accepter les offres en totalité ou en partie. L’offre la plus basse ou toute autre offre ne sera pas nécessairement acceptée.

Une visite des lieux aura lieu le mardi 26 septembre 2023, à 14h00, heure de Terre-Neuve, sur le site de Port aux Basques, Terre-Neuve.

La clôture de réception des offres sera fixée à 14 h 00, heure de l'Atlantique, le 12 octobre 2023.

Les propositions doivent être soumises par voie électronique en utilisant MERX EBS.

Ce sera la seule méthode de réponse acceptée pour examen. Les propositions ne seront pas prises en compte si elles sont soumises par fax, e-mail ou autres formes de communication ouvertes. Les propositions doivent être reçues avant la date et l’heure de clôture. Les propositions tardives ne seront pas prises en compte.
