Purpose of Project
To conduct homelessness enumeration across the Manitoulin District and Sudbury District excluding the City of Greater Sudbury and any First Nation Territories.
As part of the Province’s efforts to end chronic homelessness by 2025 and the long-term goal to end homelessness, the Ontario Ministry of Housing is introducing a provincial requirement to conduct local enumeration of people experiencing homelessness. Through an amendment to the Housing Services Act, 2011 and the attached Ministerial Directive, the Province requires all Service Managers to conduct enumeration of those experiencing homelessness in their communities. Local homeless enumeration, which is the measurement of the number of people experiencing homelessness over a specific period of time, will help Service Managers and the ministry better understand the scale and nature of homelessness across the province, as well as inform current and future policy and program design.
Scope of the Guidelines
The Provincial Guidelines for Homeless Enumeration are a supplement to the Ministerial Directive, which sets out the mandatory requirements of the Province’s homeless enumeration approach. These guidelines provide further details on the requirements and standards for conducting homeless enumeration at the local level. The guidelines articulate the provinces objectives, principles, enumeration requirements and acceptable methods of completing the Homeless Enumeration.
The guidelines are will used by the consultant to ensure they are following all provincial requirements to complete homeless enumeration in the Manitoulin District and Sudbury District excluding the City of Greater Sudbury and any First Nation Territories.
Consultant Roles and Responsibilities
- Engage in planning activities, including staff and volunteer training, related to enumeration and partner/build relationships with Indigenous communities, homeless-serving agencies, service providers, and other stakeholders to develop their enumeration approach.
- Once selected the consultant must develop an Enumeration Plan using the provinces Enumeration Plan Template which will be due to the Manitoulin-Sudbury DSB by September 30, 2017.
- The Enumeration Guidelines are specific in reporting on a relevant sample with the Manitoulin-Sudbury DSB area at a minimum of 30% of population and based on a population of 29,412, a sampling of 30% would be 8,823 people across the Manitoulin District and Sudbury District excluding the City of Greater Sudbury and any First Nation Territories. The sampling must include communities from all 4 regions of the DSB jurisdiction being Manitoulin, LaCloche, Sudbury East and Sudbury North.
- Conduct Enumeration in accordance with the Ministerial Directive and the Provincial Guidelines for Homeless Enumeration.
- Although the Enumeration Guidelines allow for homeless enumeration by using any of the following three enumeration methods: Point-in-Time (PiT) Count, Registry Week, and Period Prevalence Count (PPC). The Manitoulin-Sudbury DSB has decided to use Period Prevalence Count as the method for the purposes of this enumeration and the consultants Enumeration Plan must be based on Period Prevalence Count.
- The consultant must ensure that reporting includes all required data points as listed in the Provincial Guidelines for Homeless Enumeration.
- Reporting enumeration results and data points to the Manitoulin-Sudbury DSB by May 30, 2018.
Qualifications Expected
The contractor must be a professional with experience in primary community research. The contractor will be expected to be detail-oriented and very well organized, and to be prepared to demonstrate this to the hiring Committee. Excellent communication skills are essential, especially as demonstrated by a level of comfort with interviewing and interacting with community stakeholders as well as those being enumerated. Working knowledge of the Manitoulin-Sudbury District will be considered a definite asset. Experience with homelessness enumeration will be also be a definite asset. The contractor must be able to provide his/her own vehicle, workspace and office equipment.
Proposal Requirements
- A complete listing of proposed team members, their qualifications, examples of related work completed, and specific role in the proposed contract.
- A detailed outline of the methodology and timetable proposed for conducting the work.
- Quotation for project fees, including taxes, as well as travel and ancillary expenses, each clearly outlined and explained.
- Clearly demonstrated experience in similar projects and ability to achieve the objectives as outlined.
- Three references related to the proposed project, at least one from a project within the past twelve months.
