December 2017-17 - Occupational Health and Disability Management Services

Kingston, Frontenac and Lennox & Addington (KFL&A) Public Health is a provincially mandated agency of approximately 225 staff and 150 volunteers that delivers mandatory and other programs and services that are aimed at protecting and promoting the health of approximately 180,000 citizens within its catchment area of Kingston, Frontenac and Lennox & Addington (KFLA). 
 
The Human Resources team provides human resources leadership, advice and support in the provision of care for employees, volunteers and students, which in turn enables them to achieve the agency’s mission.  The key functions include:  recruitment, retention and recognition; compensation & benefits; labour and employee relations; training & organizational development; occupational health & safety; HR information management; and volunteer and student coordination. 
 
The Occupational Health & Safety function was previously fulfilled internally by a part-time occupational health nurse.  This position was eliminated in the fall of 2017 and there is a need to outsource components of this function. 
 

1. SERVICE REQUIREMENT:

1. Disability management, including return-to-work and accommodation consultation
   (annual average based on most recent 5 years:  15 disability management cases; 2 WSIB claims)
2. Pre-placement screening (annual average based on most recent 5 years:  30 new hires)
3. Immunization review (review of new employee, volunteer and students’ immunization record)
4. Chronic condition assessment for purposes of attendance management program (semi-annual review of employees that have exceeded agency threshold for entrance/movement through attendance management program)
