This request for proposal (RFP) is distributed with the intent to procure a qualified consultant to develop a strategic plan for the IT infrastructure and operation requirements for the new South East Health Unit. The plan will include short- and long-term guidance based on best practices to meet the agency’s IT needs and improve its technology, innovation, and security while balancing financial and operating resources over the next five years.
The development of the plan is preceded by an IT assessment and analysis of the current infrastructure, including hardware, software, network, systems and databases, structures, policies, and processes at Kingston, Frontenac, and Lennox & Addington Public Health; Leeds, Grenville and Lanark Health Unit; and Hastings Prince Edward Public Health. This assessment included the following components:
- IT Infrastructure
- Current technical infrastructure and technology systems used by each agency including but not limited to hardware, software, networks, systems, and databases.
- System security posture and identify potential vulnerabilities or risks including effectiveness of security measures such as firewalls, antivirus software, access controls, and training programs.
- Performance monitoring to measure the performance of various IT systems, infrastructure components, and applications. This includes identifying inoperable existing legacy systems and system components that require upgrading.
- Business continuity for emergency preparedness and the ability to adequately recover from a disaster.
- IT staffing structure and resources required to support service desk operations, service delivery, and the IT operational plan.
- Current policies, processes, and procedures used by staff as they access IT resources.
- IT documentation and reporting processes to find gaps between agency needs and what the systems can deliver.
- Needs and Opportunities
- Current and anticipated technology needs driven by the merging of these three agencies and new trends.
- Potential for IT to be better integrated into operations and services.
- Meeting the IT needs of all three agencies’ programs and services.
- Current and potential uses of technology.
- Other concerns or problem areas.
