22-103. - Request for Proposals for Youth Justice Master Planner Consultant

SECTION 1 - Introduction

Since the Youth Criminal Justice Act came into force in 2003, the Ontario Youth system has gone through very positive change resulting in a greater number of options for youth in conflict with the law. As a result, there are opportunities to enhance the alignment of legacy facilities to current and emerging Ministry program requirements.
To address the facility program and general infrastructure opportunities the Ministry of Children, Community and Social Services (MCCSS) Youth Justice Division (YJD) is undertaking the assessment of the entire youth justice portfolio. This includes both Government owned and Transfer Payment Agency (TPA) facilities.

SECTION 2 - Vision
The Ministry’s Stepping Up plan is a “Strategic Framework to help Ontario’s youth succeed.” Its vision is “Together, we will support all young people to become healthy, safe, hopeful, engaged, educated and contributing members of their communities and our province.”
Guiding Principles and Outcomes:
The Ministry’s Stepping Up 7 guiding principles and 20 stated Outcomes will be foundational to the development of any facility related plan. For the coming years, Youth Justice Division’s service delivery priorities include a focus on educational achievements for youth, mental health supports and services, and relevant and responsive programming.  Therefore, the Successful Respondent will aim to provide solutions that can support the best infrastructure to facilitate this focus.

Services:

It is the intention of Infrastructure Ontario to award one (1) contract for the entire Scope of Services to the Consultant (team) in accordance with the summary of tasks separately priced in Schedule 4 – Price Form in the RFP.  The Contract is for the completion of the portfolio master plan for the entire Youth Justice secure and open custody facilities including both government owned and/or operated and transfer payment owned and/or operated.
The master planning study is separated into three areas are as follows:

B2 - Facility Planning
B3 - Multi-year Plan
