Subway Program – Overview

The Greater Toronto and Hamilton Area (“GTHA”) is experiencing unprecedented growth calling for corresponding expansion of its transportation network. Expanding the transit system is essential. Increasing the transit network’s capacity into downtown Toronto, other major employment areas and neighbourhoods throughout the City is critical to unlocking the GTHA’s potential as a leading international metropolitan region and maintaining the GTHA’s appeal to people and major employers.

The Province of Ontario’s New Subway Transit Plan for the Greater Toronto and Hamilton Area contemplates $28.5 billion in new subway construction in the Toronto area along four priority subway projects, which include:
 

• Ontario Line
• Scarborough Subway Extension
• Yonge North Subway Extension
• Eglinton Crosstown West Extension

1. Rolling Stock, Systems, Operations and Maintenance Contract (“RSSOM Contract”, or the “Project”)
2. Southern Civil, Stations and Tunnel Contract (“South Civil Contract”)
3. Northern Civil, Stations and Tunnel Contract (“North Civil Contract”)

• Creation of clear scope responsibilities and boundaries in each respective Project Agreement, along with defined interface obligations. 
• A series of commercially confidential meetings during the RFP in-market period with proponents of both RSSOM and South Civil to ensure that the PSOS for the two projects are developed on a back-to-back basis to ensure that between them there are no gaps, overlaps or conflicts.
• It is currently anticipated that the integration process will require the Sponsors and the RSSOM and South Civil Project Co(s) to work together during a set period of time following identification of First Negotiations Proponent (“FNP”) to resolve any conflicts and inconsistencies through various coordination and conflict resolution workshops.
• An Interface Agreement to be entered into by the Sponsors and the project companies for both RSSOM and South Civil (with provisions for adding North Civil Project Co when that project reaches financial close). The Interface Agreement, together with the Project Agreement, would address various areas of coordination and interface between the parties and will include establishment of interface committees, design development, work schedules, site access and health and safety. The details of the Interface Agreement would be made available to proponents during the RFP in-market period and the form of agreement proponents would be expected to enter would be a schedule to the Project Agreement and settled prior to bid submission.

• Utility works as prescribed in the RFP or as required for the design and construction methods developed by the contractor.
• Guideway construction which will be to the underside of track structure to be installed by RSSOM Contract; covering the route:
  • Exhibition Station through to the west portal.
  • Full length of running tunnels mined caverns and through stations.
  • East portal to an at grade tie-in with the Early Works (as described above).
  • South Civil Contract to provide first stage slab in tunnel inverts.
• All ground works, temporary, permanent and remediation, required for the construction of the tunnels, stations and any ancillary buildings.
• Drainage within the tunnel and for the at grade guideway, including any pumping stations and outfall connections.
• Conduits required along the guideway, in the tunnel and through stations as required for building M&E and transit systems.
