23-032 - RFP Functional Programming Services - MOH Emergency Health Services Division

The Emergency Health Program Management and Delivery Branch within the Emergency Health Services Division (“EHSD”) manages the Central Ambulance Communications Centres (“CACC”) of Ontario. They provide essential support to the ambulance system as the first point of contact for a person in need ofemergency pre-hospital medical and other ambulance services. There are 22 CACCs in Ontario, 11 of which are directly operated by the Ministry, with the remaining 11 being Transfer Payment organizations. In addition to these there is one (1) communications centre which manages the activity of Ontario’s air ambulance resources.
Currently CACCs are operated by multiple service providers including municipalities and the province directly. This study is focused on the provincially operated land ambulance only CACC facilities but will look to best practices across the province to inform the provincial CACC facility approach.
Services
This initiative is a Functional Programming exercise to inform the future design and construction of new/renovated CACC(s). Respondents are asked to put together submissions to help the Ministry with the planning of a more modern CACC system.
The focus of The Study will be at two (2) sites located within a highly populated metropolitan area but is not limited in scope to that one location as outcomes from this study may be used as a standard going forward to apply to other CACCs.
These CACCs operates uninterrupted 24 hours a day 7 days per week. It is considered undersized for the service delivery.
