This Project is to be delivered under the Design Build Finance model to add and renovate station infrastructure, at existing stations, as required for the Regional Express Rail (RER) Program.
Metrolinx – RER Program Overview
The Metrolinx RER Program is part of The Big Move, which was announced by the Province of Ontario in 2014.The Big Move is a 25-year integrated land use and transportation plan which will increase the frequency and number of GO Trains across its rail network over the next decade, including two-way, all-day train service on most of the rail lines which Metrolinx owns. The RER Program consists of several major rail infrastructure improvements, including:
- Adding tracks and associated signals;
- Adding and upgrading grade separations;
- Adding layovers to accommodate additional train service;
- Construction and expansion of new and existing GO stations;
- Increasing the number of vehicles in the rail and bus fleet; and
- Electrification of portions of the GO rail network.
Scope of the Project:
The purpose of the Project is to design and construct infrastructure upgrades required at various GO Stations, located in Greater Toronto and Hamilton Area (“GTHA”) along all corridors, to accommodate the planned expansion of GO rail services.
The Sponsors are seeking to procure a private sector group to deliver the Project through a design, build, and finance arrangement.
The project consists of a variety of discreet station improvements such as platform edge tile, electrical room upgrades, and digital signage, for example, at over 50% of existing stations in the GO rail system across the GTHA, as shown in Figure 1 – Early Stations’ Improvements Network Map. The project is a complex transit project which includes a variety of small/medium early works items that aid in system accessibility, customer experience and community initiatives with elements of those works impacting the rail right-of-way. These modification allow for critical site/customer improvements to be undertaken immediately, in advance of future RER projects at existing stations and building new stations.
