Indoc specializes in developing and managing research data platforms that are authoritative, secure, and respect privacy. These platforms integrate health-related data, allowing authorized users to conduct advanced data analysis for research and population health purposes. They include centralized data repositories that integrate clinical assessment, imaging, and omics data, as well as health system, administrative data, and genomic variant data. Although Indoc has an internal team to handle platform development, enhancements, and operations, external resources may be necessary due to workload and/or technical complexity.
To establish a prequalified roster of companies to support Indoc activities, Indoc has issued an RFSQ (See Appendix E: RFSQ Particulars for further information about the requirements).
General Breakdown of the Services Requested:
- Technology Services: Technology services involve designing, developing, and implementing all research platform elements, implementing advanced data platform capabilities and systems, tokenizing, linking, and pseudonymizing datasets, collecting and processing data, enabling egress of data to external data repositories, and implementing security and privacy safeguards in accordance with best practices and legislative requirements.
- Infrastructure as a Service (IaaS): These services involve identifying the most suitable Cloud platform, designing and implementing the Cloud infrastructure, managing a seamless transfer of data and applications from the on-premise environment to the Cloud, minimizing downtime, ensuring data security, and optimizing the Cloud infrastructure for the specific needs of the platforms.
- Privacy and Security Services: Privacy and security services involve protecting individuals and organizations whose Personal Health Information, Personal Information, Intellectual Property, and/or other sensitive information are collected through the platforms and maintaining the confidentiality of that information, providing a designated privacy and security contact persons and other support resources and services, conducting privacy and security assessments as needed, providing end-user privacy and security training as necessary, ensuring cybersecurity mechanisms meet or exceed industry standards and best practices, ensuring that information remains secure, and auditing and logging access to information within the platforms.
- Data Management Services: Data management services include supporting platform data governance framework, practices, and procedures, managing data capture, processing, curation and maintenance, assisting in establishing quality control processes, data provisioning and providing data support to end users. The services also include working with Indoc data providers for the acquisition of datasets, maintaining existing datasets and metadata, and maintaining logs related to data provenance.
- Support Services: Support services involve implementing intake processes for Platform users, including application process, data feasibility assessments, data access consultations with users, facilitating platform onboarding approvals, managing user onboarding/offboarding and access to the platforms, user support, monitoring of access and usage, and user activity reporting. The services also involve providing users with timely access to the platforms and training including applicable training for the platforms and implementing applicable account management as well as access management processes. Where applicable, these services must be in alignment with the Accessibility for Ontarians with Disabilities Act (AODA) Customer Service Standard.
- Project Management Services: Project management services involve ensuring all above-mentioned services are resourced, and delivered on time and within budget, engaging with various platform stakeholders, and preparing reports and presentations about the platforms to various stakeholders, where appropriate.
Indoc acknowledges that not every Respondent may possess expertise in all of the aforementioned fields. Thus, Respondents are encouraged to submit Proposals even if they excel in one or more of these domains.
