Newfoundland & Labrador Health Services (NLHS) is administering this tender on behalf of Labrador-Grenfell Zone to submit proposals for Mail and Freight Transportation between Labrador West Health Centre to the Wabush-Labrador Airport (Airport). This will be in accordance with the specifications and requirements set out in this open call, as well as the Public Procurement Act.

Service Interruption	Should Service Provider’s service be interrupted by, including but not limited to, illness, vacation, staffing/recruitment problems or mechanical failure, service provider is responsible for securing a replacement courier which replacement must be satisfactory to NLHS. In this case, the successful bidder must ensure that the replacement courier fully complies with any obligations under this agreement. Receiving Areas	Do you agree that as the service provider you must deliver the mail and freight directly to the receiving area at each site, and may be required to deliver to a specific area within each facility.	Oui

Cargo Insurance	Bidder must provide proof of cargo insurances minimum $400,000 with bid submission. This can be in the form of a letter from the insurance company. Proof of annual renewal will be required. Do you agree to comply with this statement?	Oui
Liability Insurance	Bidders must have at least $2,000,000 liability insurance and a copy must be included with bid. This can be in the form of a letter from the insurance company. Proof of annual renewal will be required. Do you agree to comply with this statement?	Oui

Drivers Abstract	Service provider must provide the drivers abstract upon award and every year after, and also, with any change of driver. This must be provided at the beginning of the contract. Do you agreement to comply with this statement?	Oui

NLHS Schedule Changes due to Adverse Conditions	Service provider must be prepared to change schedules in advance of adverse conditions that can affect or delay delivery times. Do you agree to comply with this statement?	Oui

Contract Performance	If, in the opinion of NLHS, service delivery is not meeting the requirements of this contract, NLHS will notify the courier in writing of their failure to perform. The courier will have a maximum of 30 days to remedy the failure. Professionalism	Assigned drivers/personnel must be clean, presentable, courteous, and diligently perform the services in a professional and timely manner and to meet all requirements for services. Do you agreement to comply with this statement?	Oui
Vehicle Security	Assigned drivers must ensure when servicing this contract that vehicles are always secured when vehicle is left unattended (doors locked, windows closed). Do you agreement to comply with this statement?	Oui
Daily Rate	Service provider must bid a daily rate for service. Statutory holidays, fuel surcharge, and other addition items must be included in this rate and will not be considered as billable days. Do you agreement to comply with this statement?	Oui
Adverse Weather	During adverse weather conditions, service provider must maintain service until such time a decision is made by NLHS to withdraw service. If the service provider chooses to utilize another provider during any adverse weather conditions, NLHS must be notified, and provide approval of the alternate arrangements. Associated costs will be the responsibility of the service provider. Service provider must have a contingency plan to meet all delivery requirements while we are operational. Guidelines for Cleaning Vehicle	Daily, weekly and cycle cleaning must be completed in accordance with NLHS's (Environmental Services department) Sanitation Standard Operating Procedure (SSOP)/ Safe Workplace Practice (SWPP), which is built around Infection Prevention and Control (IPAC) and Occupational Health and Safety (OHS).
