Description

In the 2022 budget, the Provincial Government announced its intention to create a single Provincial Health Authority for Newfoundland and Labrador. Re-imagining our health system was recommended by Health Accord NL to help improve health and health outcomes. Newfoundland and Labrador Health Services became effective April 1, 2023. The previous four (4) regional health authorities Eastern Health, Central Health, Western Health, Labrador Grenfell Health, and Newfoundland and Labrador Centre for Health Information (NLCHI) restructured into one Provincial Health Authority.

NLHS is seeking proposals on Innovation Partnerships as listed in accordance with the description and specifications as set out in Schedule “A”. This will establish a new list of vendors of record that was created by Eastern Health in 2018/2019 and refreshed in April 2021. Contracts in place with existing vendors of record for medical device design and implementation or application and software development and implementation will not be impacted should existing vendors of record decide not to respond to this request for qualifications.

This RFSQ will pre-qualify respondents (the first part of the process) to participate in subsequent Request for Proposals (the second part of the process) outlining a healthcare challenge(s) to solve. Multiple vendors will be selected to establish a vendor of record list to receive limited call Request for Proposals (the second part of the process) outlining a healthcare challenge(s) to solve. Selection will be determined through a scoring process outlined in the RFSQ. Responses to this RFSQ should be 25 pages excluding appendices. Appendices are permitted however, should be limited to one (1) and a maximum of 10 pages.

Selected respondents will be invited to enter into an agreement through a subsequent limited call Request for Proposal process, which will govern the potential subsequent provision of the Deliverables pursuant to invitational second-stage competitive processes. The term of the Agreement will be determined through the limited call Request for Proposal process.
