Central Health is seeking bid submissions on behalf of Eastern Health for the supply, education and support services for the Newfoundland and Labrador Insulin Pump Program (NLIPP) for a contract period of Five (5) years with an option to extend for an additional one (1) year.
During the term of the contract(s) resulting from this tender, successful proponent(s) may have the opportunity to add items, make changes to the goods/services supplied or make changes to the awarded contract. Any such changes will be done only with written agreement from Eastern Health.
Below is an outline of the requirements for this tender. In order to respond, proponents must demonstrate that they are able to meet each one of these requirements. Submissions that do not adhere to the requirements will be rejected and not considered for award.
The NLIPP is operated by Eastern Health and provides funding for insulin pumps and supplies for individuals with Type 1 diabetes mellitus (T1DM), who meet the medical criteria, under the age of 18 (pediatric clients). As of January of 2021 the NLIPP will expand to include all ages with type 1 diabetes, based upon financial eligibility determined through income testing for individuals 18 and over. Please see Appendix A: Medical eligibility criteria for pump initiation/pump supplies.
Insulin pumps are used by individuals with diabetes in place of manual insulin injections. The pump constantly gives a small amount of insulin to help control blood sugar. The pump allows for adjustment of insulin to best match changes in diet, activity or level of blood sugar.
”Supplied Goods” To supply insulin pumps and pump supplies; provide patient education and pump training; and provide support services for the Provincial Insulin Pump Program of Newfoundland and Labrador for pre-approved patients into the in the province of Newfoundland and Labrador, as detailed in the specifications.
Submissions shall accommodate the needs addressed in the specifications and which provide the best value for NLIPP and pre-approved patient(s).
