Newfoundland & Labrador Health Services (NLHS) is administering this RFP to submit proposals for a Managed Services model to support its legacy Health Information Systems (HIS)
within the province while it is implementing Epic. This will be in accordance with the specifications and requirements set out in this RFP, as well as the Public Procurement Act.
The term of the agreement will commence immediately upon award and will continue until the completion of the Services, including any additional services covered under the scope of the
RFP/Agreement.
Proposals will be evaluated in either one or two phases. The first phase will be a combination of the mandatory documents review (pass/fail) and the evaluation of rates requirements (qualitative and financial). If required, the second phase will be short-listing proponents based on the top 2-4 scores from Phase I, to do oral presentations on their proposed solution(s). The exact number of top scoring proponents selected within 2-4 will be at the discretion of the evaluation team. The purpose of this would be to learn more about the Proponents’ proposals by asking appropriate questions and ensuring all requirements are met. Each short-listed proponent will have the option to present in person or virtually. Scores from the proposal evaluations may be adjusted accordingly (increase or decrease) based on the Orals. A successful proponent will be identified based on the scores or adjusted scores if applicable. NLHS may, but is not obligated to, provide a list of questions to the Proponents to review and prepare prior to the Orals so they can address/include them in their presentation.
This is considered part of the RFP evaluation process and shall be done by the Proponent(s) at no additional cost to the Health Organizations. By submitting a Proposal, the Proponent(s) agrees to provide an oral presentation, should they be short-listed to move on to Phase II, if required.
