CA.1 Background
The Government of Newfoundland and Labrador and other Participating Entities maintain operations to provide programs and services to the public across the Province. Accordingly, this negotiated RFP process invites prospective proponents to submit proposals to provide intra-provincial air travel services in support of those programs and services.
CA.2 Objectives
Through this RFP, the Province seeks to identify the highest value solutions for each of the intra-provincial air travel routes required to facilitate the operations of the Participating Entities. The highest value option will be identified as the best balance of competitive pricing, quality service, and flexibility. Through collaborative procurement, the Participating Entities seek to maximize supplier interest and proposal competitiveness to yield optimal benefits to the Province.
CA.3 Scope
For the purposes of this RFP, the term intra-provincial air travel refers to air travel where both the point of origin and final destination lie within the Province of Newfoundland and Labrador. Air travel to and from destinations outside the Province remains outside scope of this solicitation. Points of origin and destination will encompass all geographic regions within Newfoundland and Labrador.
In 2022, the Participating Entities collectively spent approximately $3.25M across 11,000 intra-provincial routes traveled.
The following table presents the frequency of routes travelled, for origin – destination pairs with more than 100 routes travelled. Please note this table does not present the complete set of intra-provincial air travel routes sought through this RFP. The complete set of origin-destination pairs will be presented in Appendix D and the Fillable Pricing Form.
