PRE-QUALIFICATION OF GENERAL CONTRACTORS FOR ENVIRONMENTAL/ECOLOGICAL RESTORATION WORKS AT RECREATION BAY IN KAHNAWÀ:KE, QC
Pre-qualification information, submitted on the attached pre-qualification form with supporting material (e.g. company resume, key employee resume, company resources, comparable project brochures, etc.) will be received at the Kahnawà:ke Environment Protection Office (KEPO) in Kahnawà:ke, QC. Please provide references for past projects completed for either the Private or Public Sector (e.g. Conservation Authorities, Municipalities, Provincial/Federal Ministries, etc.). The purpose of this Request for Pre-Qualification (RFPQ) is to identify up to a maximum of eight (8) qualified general contractors that will be invited to submit tenders for the Recreation Bay Restoration Project (herein ‘the Project’).
PROJECT OVERVIEW
The objective of the proposed project is to improve the shoreline of Recreation Bay for the Kahnawà:ke community, by restoring wildlife habitat and enhancing access to the bay for the community. The project is located in Kahnawà:ke, QC. The unnatural shoreline on both sides of Recreation Bay forms a narrow strip of about 10 to 30 m wide between the water and an existing bike path. Bank slopes on both sides were constructed with excavated rock and clay from the construction of the St. Lawrence Seaway channel. The proposals for shoreline restoration are summarized as the creation of two natural zones, the first being a turtle nesting ground and the second a pond and marsh.
The first natural zone is located at the western end of Tekakwitha Island, between the wetland and the marina. The natural zone will consist of a marsh, a turtle nesting ground, a scrubland (plant community composed mostly of shrubs without distinction of the genus or species) and a scrubland with scattered trees.
The second natural zone is located in the center of Tekakwitha Island, along its south shore, just east of the wetland. The main goal of this natural zone consists of creating four types of wetland, namely marsh, wet meadow, shrub swamp, and a linear pond that will be located where the ancient channel flowed between two original islands prior to the construction of the navigation channel.
SCOPE OF WORK
The work includes, but is not necessarily limited to, the supply of labour, material, supervision and equipment to perform the following tasks:
- Build a marsh of about 735 m2
- Build a turtle nesting ground
- Install rock shelters in the scrubland
- Build a wetland (linear pond, marsh, wet meadow and shrub swamp) of about 16,510 m2
- Build a terrestrial habitat of 6,590 m2 between the wetland and the original ground
- Install live shade made of long willow cuttings
- Remove two populations of European reed (Phragmites)
- Seeding and planting
Note: The detailed design drawings will be supplied to the pre-qualified bidders who are invited to bid on the Request for Tender for this contract upon successful completion of this Request for Pre-Qualification (RFPQ) process. A soil sampling analysis report will be provided to the winning bidder upon successful completion of the Request for Tender (RFT) process.

SUBMISSION REQUIREMENTS
General Contractors interested must provide the following required information:
- Completed Construction Qualification Statement (see attached), including references for past projects which are similar in scope and scale
- Description of Contractors Health and Safety Policy
- Letter from a nationally recognized Surety Company confirming availability of required Bonding for this project: 10% Bid Bond, 100% Performance Bond and 100% Labour and Material Payment Bond
- Kahnawake contractors must provide proof of coverage under the Mohawk Self-Insurance (MSI). All non-Kahnawake contractors must provide proof of coverage under the Commission des normes, de l'équité, de la santé et de la sécurité du travail (CNESST), or equivalent. All non-Kahnawake contractors who hire Kahnawa’kehró:non to carry out the works must provide proof of coverage under the Mohawk Self-Insurance (MSI) for the Kahnawa’kehró:non labourers.
Contractors interested in pre-qualifying are advised that their submission will be evaluated on a pass/fail basis in consideration of the following criteria:
- Completeness of submission
- Previous experience working within Indigenous communities and conducting environmental and/or ecological restoration works similar in nature to the works outlined in the Scope Of Work
- Value of completed works and experience dealing with construction budgets greater than $100,000.00
- Ability to meet construction schedule milestones
- Ability to coordinate work, scheduling and construction management
- Adherence to Health and Safety policies and requirements
- Resumes of key personnel
- Feedback received from references provided by the contractor on the Construction Qualification Statement
- Demonstration of commitment to hiring and purchasing within Kahnawà:ke when possible
- All contractors that intend to bid on contracts tendered by the MCK must comply with the Insurance Conditions and Security Conditions as referred to in Construction Contracting Guidelines for First Nations and Aboriginal Communities (https://www.sac-isc.gc.ca)
- The working language in Kahnawà:ke is English, therefore all submitted information will be in English. Additionally, all project correspondence will be in English and the project manager should be fluent in English.
SUBMISSION DETAILS
The Pre-Qualification Form, together with all required supporting documentation, enclosed in a sealed opaque envelope bearing the name of the Contractor and labelled with the title Recreation Bay Restoration Project, shall be delivered at or before 4:00 pm EST on Friday August 30, 2019 to:

Submissions time stamped 4:01 pm or later shall be declared non-compliant and shall be returned unopened. Submissions delivered by e-mail or facsimile shall not be accepted. Submissions delivered in person, or by a courier service, without being clearly labelled with the Recreation Bay Restoration Project or the submission label affixed to the envelope, or Bids that are not delivered to the designated location by the Bidder or courier service may be rejected.
Delivery of the Submission through a courier service shall be the responsibility of the Bidder and shall result in the Bid being rejected if:
- the Submission is not delivered to the location stated on the envelope
- the Submission is not removed from the courier envelope prior to the Submission Deadline and the statement ““Recreation Bay Restoration Project” is not visible
- the submission envelope is delivered to the KEPO Office after the Submission Deadline
SCHEDULE
The Request for Tender (RFT) package is expected to be issued to pre-qualified bidders in Early September 2019, and the anticipated contract award date is late September 2019. Pending receipt of all necessary permits and approvals, the proposed construction is scheduled to commence in October 2019. Please note, this schedule is an anticipated timeline and may be subject to change.
