EMC is soliciting RFSOs from qualified suppliers to provide marketing and communications in both official languages for EMC program initiatives, such as WILWorks, Manufacturing Essential Certification and EMC Engage: A Learning Centre for Manufacturers (see below). The term is scheduled to commence in January 2021 and may continue no later than March 31, 2022. Note there is initially a probationary period of three months.
The three primary target audiences located across Canada for EMC program initiatives are:
1) manufacturing, i.e. North American Industry Classification - NAICS codes 31-33, and related sub-sector and supplychain employers and supporting organizations,
2) post-secondary educational (PSE) institutions and post-secondary students, including those from five underrepresented groups, i.e. Woman in STEM, New Canadians (Immigrants who immigrated within the past 5 years), First-Year Students, Indigenous Peoples and Persons with Disabilities, and
3) PSE national and provincial associations, e.g. Colleges and Institutes Canada, Polytechnics Canada, Universities Canada, CEGEP association, Colleges Ontario, B.C. Colleges, etc.
Services to be provided by the vendor(s)
EMC requests proposals from creative agencies for the following services in support of EMC program initiatives such as WILWorks, Manufacturing Essential Certification and Learning Center, and its efforts to promote products and services and acquire new manufacturing members:
Strategic planning
Audience research
Audit services to assess past and current marketing and communications/social media initiatives and provide redesigning and/or repositioning recommendations
Creative direction and design production (online, print, video, etc.)
Digital marketing services (interactive, mobile, social, etc.)
Media planning, purchasing and placement (online and offline) including media effectiveness reporting
Client management with in-person meetings, conference calls as needed
