PACKAGE #51.1 PARKS CONSTRUCTION for PORT LANDS FLOOD PROTECTION PROJECT in the CITY OF TORONTO

EllisDon is the Construction Manager for the Toronto Waterfront Revitalization Corporation (TWRC) Port Lands Flood Protection Project (PLFP). EllisDon invites eligible companies, firms or joint ventures to submit qualifications for Parks Construction:
The PLFP project will require one or more General Landscape Subcontractors to construct three waterfront destination parks (River Valley Park North, River Valley Park South, and Promontory Park South). A variety of quality finishes and materials will be employed; the expectation is that the three parks and adjacent river valley will be cohesive and visually seamless.
It is possible that the two River Valley Parks (North and South, together 5.9ha) will be awarded to one qualified subcontractor, and that Promontory Park South (5.4ha) will be awarded to another. The services include, but are not limited to:
- Supply, install and/or perform, noting that some materials will be supplied in part/in full (including but not limited to horticultural soils, stone, large wood for timber construction and fill):
- Planting including (approximately) trees (3,500), shrubs (8,200), plugs and container perennials (245,000), bulbs (13,000), seeded lawns (10,000m2), and custom native seed mixes (102kg), and includes for all, advance coordination, management and tracking submissions to report on the status of nursery growth/collection.
- Aggregate bases and hard landscape components including asphalt trails (24,740 m2); limestone screenings (4,980m2); granite setts (404m2); cast-in-place concrete paving (1,960m2), in addition to footings, foundations, curbs and stairs; precast paver installation (1,262m2) and, geotextiles.
- Furnishings and fixtures including custom log furnishings (277); custom fencing (5720 l.m.) Including chain link, prefabricated steel, and snow; landscape type metal fabrications (assorted railings (546 l.m.); gates; park furniture components (including 194 benches and 62 picnic tables); installed signage/wayfinding systems; and custom light features. Furnishings and fixtures will involve surface treatments that may include but are not limited to painting, anti-graffiti coatings and sealants.
- Boulder groupings, armourstone features, natural stone masonry including veneer walls, and stone paving.
- Earthworks, including rough and fine grading; making use of inherited fill soils; utilizing benching to construct contoured grading; stabilizing slopes and embankments; possible adjustments to subgrade and/or cap soils.
- Constructing horticultural and lawn soil profiles including grading; benching; amendments that may include a Liquid Biological applications; and tracking of soil quantities.
- Utilities including potable water service connections, drinking water fountains (12), yard hydrants, irrigation systems including quick coupling assemblies; subdrains/stormwater piping and connections; park electrical/lighting systems (including 300 light poles), power pedestals and other event power infrastructure.
- Adaptive reuse of, repair of and modification to heritage features for landscape incorporation and construction of commemorative features (including a crane spreader bar and the remnant foundation of a building).
- Erosion and herbivory control and maintenance of installed measures.
- Temporary access route construction and removal.
- Prepare and/or perform
- Perform selective demolition, concrete restoration, repairs and surface preparation.
- In- and ex-situ mockup creation (and removal where required).
- Testing, submittals, requests for information (RFIs), shop drawings and revisions to all.
- Integrated Landscape Management Plan (ILMP) for review and acceptance, and subsequent implementation of the ILMP until project wide Substantial Performance.
- Electrical and irrigation testing, analyses and commissioning.
- Winter shut down and spring start up activities; commissioning and instruction.
- Maintenance work up to and including the project wide Substantial Performance date of December 31, 2023, with a minimum two year warranty to follow (some items require an extended warranty).
- Coordination with other subcontractors including servicing subcontractors, playground installers and specialty feature installers, amongst others.
Where the anticipated contract value is greater than $250,000, the Proponent will be required to have the ability to bond with an established surety company.
